IRC’s HP Challenges and Responses
Challenges Responses Inaccurate beneficiary information (ex. “padded” beneficiary lists)
- Verify through information triangulation
- Conduct direct assessments
- Senior and other staff emphasize IRC’s
mandate/criteria when needed Highly mobile IDPs and refugees
- Work with communities to locate
vulnerable households Security/access limitations
- Work with communities to access areas
- Safety of staff (and communities)
paramount Obstructionists
- Include as needed in committees, but
leverage several stronger supporters too

IRC’s Humanitarian Program Looking Ahead
- Maintain community presence
- Continue improving assistance based on lessons learned
- Ex. Build graduated livelihood interventions onto urban
safety net (food voucher) projects to support dignity of beneficiaries and increase sustainable/strategic strength of humanitarian activities.
