Protection of Controlled Waters as defined in Section 104 of the Water Resources Act 1991, to include but not limited to: Inland waters (rivers, streams, underground streams, canals, lakes and reservoirs etc.) Groundwaters (any water contained in underground strata, wells or boreholes) Territorial waters Coastal waters
