What is Better Outcomes, Brighter Futures?
Building on the National Children’s Strategy …..
- First overarching national policy framework which comprehends the age
ranges spanning children and young people (0-24 years)
- Whole of government approach
- Runs from 2014-2020
- The framework:
- Sets out and centralises five national outcomes
- Captures policy commitments
- Identifies key transformational goals
- Innovative and effective way of working
Constituent Strategies
- Launched by the Minister in October 2015
- Universal strategy targeted at the 800,000
young people in Ireland aged 10 – 24 years of age (18.3% of Ireland’s population) with focus
- n 5 outcomes from BOBF
- Informed by consultation with around 4,500
stakeholders, including 3,500 young people
- Lead Team established in Department early

Implementation infrastructure Advisory Council
The forum for Community and Voluntary Sector engagement with Better Outcomes, Brighter Futures Terms of Reference:
- 1. Advise the Children and Young People’s Policy Consortium and the Minister
for Children and Youth Affairs on the implementation of Better Outcomes, Brighter Futures and the constituent strategies of Early Years, Youth, and Participation;
- 2. Support the implementation of Better Outcomes, Brighter Futures in and
across the community and voluntary sector, and in wider society;
- 3. ͏Ensure that the specific expertise and perspectives from respective areas of
children and young people’s services inform the work of the Council;
- 4. Generate support for change among stakeholders and sectors;
- 5. ͏Provide an enabling forum in which to support implementation and address
challenges in a solution-focused manner;
- 6. ͏Ensure that the views and voices of children and young people inform the
work of the Council.
Implementation infrastructure Advisory Council
Advisory Council tasks for 2017:
- Promote whole of government working
- Influence and advise on key budget priorities
- Assist in identification of new cross-sectoral priorities (with Sponsors Group)
