Flood Mitigation

  • Proceed with the pre-design, design and construction of the

demountable wall to the current estimated 1:100 year elevation (250 meters)

  • Construction of the demountable wall that allows flexibility to

increase by 1 meter the flood protection level based on anticipated changes to the Provincial regulation; allow foundation design for 251 meter elevation

Flood Mitigation

current estimated 1:40 year elevation until permanent flood mitigation measures are in place

248.5 meters elevation along Hangingstone River, adjacent to Ptarmigan court

  • Construction of Saline Creek Parkway to 248.5 meters

paralleling Clearwater River

  • Demountable wall investigated as one option to increase

elevation from 248.5 to 250 meters

Conditions of Development Approval

  • Residents in the Waterways Flood Hazard Area will be

required to sign certain legal documents as a condition of development approval to rebuild: a Waiver, Development Agreement and a Restrictive Covenant

  • The Development Agreement and the Restrictive Covenant

will be registered on the affected land titles by the RMWB

Conditions of Development Approval

  • Following the WBRC’s recommendation and Council decision

from its December 13th meeting, Administration intends to discharge the development agreement and the restrictive covenant from the affected land titles once the flood mitigation strategy is fully implemented

Overhead and Underground Utilities

  • Electrical power service is provided by ATCO Electric in Fort McMurray

under a Franchise Agreement with the Regional Municipality of Wood Buffalo

  • Overhead was selected as the path forward for Waterways based on

the following considerations

– Possibility of rebuild delays as a result of switching to underground – Time it would require to facilitate the underground design and obtain utility right of ways, where required – Overall cost implications

  • Waterways residents will be invited to future public engagements

that will look at revitalization of the community, including underground servicing

Slope Stability

Objective:

  • Detailed assessment of the Clearwater River Valley slopes within the

Waterways Community to identify any potential stability issues Outcome:

  • Recommendation on mitigation measures
  • Recommendations on setback distance from the slope for potential

  • Assessment currently in progress and report to be submitted by end
  • f January 2017

Slope Stability

Section 62.1 of Land Use Bylaw

  • A minimum building setback of 30.0 m is required from the

top or bottom of an escarpment slope or any other steep slope where the grade exceeds 30 % unless the Development Authority is satisfied by a submission of a geotechnical engineering study prepared (signed and stamped) by a professional engineer that a lesser setback is warranted

Planning/ARP/LUB

  • Waterways is included in the City Centre Area Redevelopment

Plan in section 5.5.8

  • Policy provides direction to allow for a mix of low-rise forms
  • f housing, while also encouraging mixed-use commercial

corridors along Bulyea Avenue and Railway Avenue

  • Planning, through consultation, will work towards

implementing updated zoning as part of the larger Land Use Bylaw Amendment process

  • On-site investigations for Waterways are complete and the

information is currently being compiled and drafted into a plan

Buyout

  • Mayor and Council’s approval of a long-term flood mitigation

strategy on December 13, 2016 implies there will be no buyout of any or all properties within the flood hazard area as a flood mitigation strategy

  • The WBRC/RTF will not be entertaining buyouts from

residents within the flood hazard area as part of our ongoing engagement, planning, and rebuild efforts for recovery

  • Coordination of rebuilding this number of homes is a

challenge

  • Construction Management Team to coordinate rebuilding

efforts; with a specific coordinator for the Waterways, Anzac and Saprae Creek areas
