  4. The Green Belt in Enfield 6408 acres 2593 Hectares Comprising farmland, formal leisure (golf courses etc) and informal open space 65% of total (4165 acres) is owned by LBE 4

  6. National planning policy for Green Belts Set out in the Planning Policy Guidance Note 2 (PPG2), published in 1995. PPG2 set out the five purposes of including land in Green Belts - 6

  27. Public Rights of Way • Key Characteristics – The rural/greenbelt wards of Chase and Cockfosters provide the majority of the RoW and overall path network within the borough. The RoW network connectivity is generally good within this area – The RoW network is of a good condition and dominated by footpaths. There are a limited network of bridleways in the north-west of the borough; – Permissive paths (mainly owned by the council) form in important part of the overall network for walkers, cyclists and equestrians; 27

Rights of Way Improvement Plan • Countryside & Rights of Way Act 2000 requires that each highway authority produces a ROWIP • The Plan includes: – an assessment of the extent to which local RoW meets the present and likely future needs of the public; – the accessibility of the network to those with visual impairments and physical disabilities. – a Statement of Action outlining plans for managing and improving RoW. • Consultation on the ROWIP over the summer before final adoption. 29

Enfield Leisure Cycle Network – network will use cycle tracks through many of Enfield’s parks and green spaces and quiet residential roads – Funding in 2008/09 to look at the feasibility of an east-west route from Hadley Wood to Enfield Island Village – Implementation during 2009/10 to 2010/11 – Bid to TfL to also help fund other parts of ELCN 32

Proposed Objectives of Ownership • To promote and apply a sound commercial, environmentally sustainable, social and economic ownership ethic by – managing the portfolio in an exemplary manner, applying the principles of good estate management – adopting a commercial approach to the portfolio investment, whilst considering the long term benefits of ownership. • To use the additional rights afforded to a landowner, to those afforded to a planning authority, to protect and enhance the open nature of the green belt and to regulate the behaviour of those who use or occupy the green belt. • To facilitate access to the green belt, where appropriate, by the community. 33
