The Office of Highway Safety conducted an interactive web‐ based program in the spring of 2016 to encourage young drivers to be safe drivers.

  • High school students participated in activities showing what happens when drivers

are distracted, not wearing seat belts and driving under the influence.

  • Watch three online videos,

answer safety questions to be entered into a contest for cash prizes.

  • South Dakota Broadcasters

Association sponsored cash prizes.

Highway Patrol Squad Enforcement Projects

Fatal crash involving alcohol

In 2016, the 16 Highway Patrol squads were asked to identify the largest highway safety problem in their squad and develop an enforcement plan to make a positive impact on the issue. Overall, fatal crashes were reduced by 53% in the areas troopers targeted when comparing 2016 to 2015.

  • The Aberdeen squad focused on

crash reduction on U.S. 12 between Aberdeen and Mobridge.

  • 24 saturation patrols.
  • 1 fatality in 2016 compared to

8 fatalities in 2015.

  • Glacial Lakes squad troopers focused on

crash reduction in Roberts and Day Counties.

  • Saturation patrols increased
  • 6% reduction in injury crashes
  • 44% reduction in total crashes in

Roberts County.

  • Sioux Falls squad troopers focused on

crash reduction on S.D. Highway 42 between Sioux Falls and U.S. Highway 81.

  • DUI arrests more than doubled from

2015.

  • 43% reduction in total crashes.

Driver Licensing Update

The DL program implemented a new driving record system in January of 2016.

The old system had been in use since the early 1980s, and system support was limited due to the outdated

  • technology. The new program

allows DL staff to gather statistics more easily and provides examiners with the applicant’s most recent photo, thus reducing the chance of fraud.

In the 2013 legislative session, legislators approved SB 45, which allows a SD driver license or ID card holder to renew their license

  • r card through the mail or online.
  • Use of online is trending

steadily upward.

  • Can be done this way once in

a 10‐year period (every other renewal cycle).

  • Upload two proofs of address
  • 65 or older – also upload

vision statement from eye doctor.

Hazard Mitigation Works…..

  • Codington‐Clark Electric buried six lines and avoided $407,500 in damage from the

2016 Christmas Blizzard.

  • Poles along U.S. Highway 12 would have been damaged for Moreau‐Grand Electric,

if they hadn’t buried the lines. The power line running into Whitehorse also would have been damaged.

  • FEM Electric, which lost nearly its entire system in 2010, lost 200 power poles in the

2016 Christmas Blizzard. FEM officials estimate that without the hazard mitigation funding and efforts of the past seven years, they would have lost over 2,000 poles.

2,000 poles X $2,500 per pole = $5 million in avoided damages.

Many rural electric cooperatives have utilized FEMA hazard mitigation funds to bury overhead powerlines.

  • 2015 ‐ the SFMO and fire service launched a new web‐based platform to deliver

fire training videos that can be used by instructors and fire departments

  • statewide. Nearly one‐third (97) of South Dakota’s fire departments participated

in the web‐based training and submitted positive feedback on the system.

  • This type of training delivery greatly benefits small, rural departments.
  • Based on this success, the program was expanded in late 2016 to include an
  • nline interactive option for firefighter training, testing and certification.
  • Goal ‐ improve recruitment of volunteers, as well as increase the number of

certified firefighters, by offering a more flexible and convenient training option.

  • Homeland Security funds a number of projects throughout the state
  • South Dakota Task Force 1 (SDTF‐1) is one of those projects.
  • SDTF 1 is comprised of personnel from Aberdeen, Rapid City, Sioux Falls and

Watertown fire departments.

  • On December 2, 2016, a building in downtown Sioux Falls collapsed, trapping

two individuals and three dogs under the debris.

  • Incident commanders requested SDTF‐1, trained in structural collapse, to

safely search for survivors.

  • A woman was safely rescued from the debris.
  • The task force includes Cisco, a certified live‐find/air scenting K‐9 Belgian

Malinois trained to search for live human beings. Cisco came to SD in 2014 with the help of a Homeland Security grant. Sadly, Cisco and his handler were unable to find the other individual alive.

  • However, Cisco did alert to the locations where the woman and three family

dogs were found alive.

Amendments to General Appropriation for FY17 (SB 32)

  • Requesting a one‐time increase of $952,628 in federal fund authority for the

Motor Carrier Safety Alliance Program (MCSAP).

  • For FFY17 the FAST Act provided relief from penalties and returned SD to 100%

funding under the MCSAP program where previously we had been awarded 50% of available funds. The FAST Act also consolidated various FMCSA grant programs – MCSAP, New Entrant and the administration portion of Commercial Vehicle Information Systems and Networks (CVISN). It also changed the funding from 80% federal to 85% federal, reducing our match amount from 20% to 15%.
