www.freightintime.com National Medical stores executes warehousing and distribution of vaccines in Uganda. Currently they deliver up to the 111 District level DVSs (Tier2). Then using GAVI funds, the district vaccine stores (DVS) are expected to ensure that all received vaccines supplies are transported to the various health centers (Tier 3) under their coordination and planning. This current distribution model to a large extent has been noted to slow down delivery of vaccine supplies to health units in the villages, compromised the potency of vaccine in some instances and accountability of what has been delivered. Global Fund procures and delivers a huge range of vaccines and related supplies into MOH/NMS Uganda.

  • Resource constraints
  • Delayed delivery to lower health units in

the sub districts and village levels

  • Insufficient cold chain monitoring along the

supply chain. Use of passive units rather than active units.

  • Limited and inconsistent data from the

lower units in relation to order processing/re-order and Proof of delivery notifications.

  • Medical Stores executes delivery of

vaccines up to the DVS. Then using PHC funds, the district vaccines sits, compromised the potency of vaccines in some instances and accountability in the

  • thers

In view of the above summary of challenges, GAVI has requested FITUG In partnership with MOH-Uganda, GAVI country office, UPS and NMS to review the links from the central store (NMS) to the health center in relation to the efficient and cost effective movement of vaccines using the appropriate transportation methods with reliable cold chain equipment (CCE). The task is huge considering UG has 111 districts (more to be approved this year as well) with each having on average 20-30 Health centers. FIT’s goal is to bridge this gap by providing cost effective solutions THAT must incorporate (and also be agreed upon) what currently working on the ground with other stake holders i.e. UNICEF, UNEPI, CHAI etc. GAVI has given us the go-ahead to proceed and propose a costing plan for 3 districts (Wakiso, Kasese and Mbale) - which they will review and select a pilot district - that we expect them to fund.
