National Readiness implement National REDD+ Strategy, and to coordinate Management Arrangements and conduct the Readiness process. Starting with CPR Uruguay have identified a key stakeholders, and 1.b. Information Sharing and includes information of latest round of meetings and Stakeholder Dialogue early dialogue – Private Sector; Academia; Government A consultation and participation plan, with a 1.c. Consultation and Participation preliminary Map of Actors, includes scope, objectives Process and goals, and chronogram. Presents the dynamics of forest ecosystems in Uruguay, 2.a. Land Use, Forest Law, Policy including pressures and main drivers – preliminary and Governance identification -, and status of native forest. Good strategic options to address the main drivers of 2.b. REDD+ Strategy Options Deforestation and Forest Degradation, and adequate aligning between them. Document presents the whole legal framework of Uruguay, as adequate to design and to implement the 2.c. Implementation Framework National REDD+ Strategy. Includes an incentives system proposal with compensation mechanisms for forest owners Social & Environmental Impacts Description of SESA process, including steps to prepare 2.d. during Preparation and Environmental and Social Management Framework - Implementation ESMF.

Selected recommendations Uruguay must expand the Early Dialogue process and awareness activities on REDD+ with key stakeholders, in particular with civil society, including afro- descendants and Mestizo/indigenous people - Charrúas, as most vulnerable groups. Provide additional information on participation of afro-descendants and Mestizo/Indigenous Peoples- Charrúas in governance mechanisms. As appropriate, on possible applying of the Free, Prior, Informed Consultation. Provide additional information on interlinked livelihoods, traditional knowledge and practices of afro-descendants and Mestizo/Indigenous People with Forest and Land Use. Review the amount allocated to activities of capacity building and full participation of afro-descendant and Mestizo/Indigenous People in REDD governance mechanisms and other key activities. The RPP must include a proposal to realize an impact assessment of strategic options, with identification of appropriate measures to mitigate negative impacts.
