What is OPRHAC?
Oregon Preventive Reproductive Health Advisory Council (OPRHAC)
- Partnership between state, local, private and public health sectors,
with significant support provided by OHA, Oregon Foundation for Reproductive Health, and Health Share of Oregon
- Convened in 2014 to provide technical support to OHA on the
effective contraceptive use (ECU) CCO metric and to offer guidance
- n standards for contraception and preconception care
Purpose of today’s webinar
To introduce a new tool to support clinics in providing high-quality contraception care!
Why is this important?
- Recommendations from Institute of Medicine (IOM) and Health Resources
and Services Administration (HRSA) stress the importance of contraception care as part of routine preventive services that should be included in the provision of primary care to reproductive-age women. https://www.hrsa.gov/womensguidelines/
- Increasing awareness of and emphasis on effective contraception use:
- Oregon adoption of CCO incentive metric on effective contraceptive use
- National Quality Forum (NQF) endorsement of clinical performance measures

Quality Family Planning - QFP
- Informed by Title X program

- Answers the question: "What
services should be offered to a client who is in need of family planning, and how should those services be provided?"
- Comprehensive review of
existing evidence, expert

Goals of Oregon’s clinic self- assessment tool
1. Help clinics assess their contraception care and find areas for quality improvement 2. Support clinics in working to meet the ECU incentive metric 3. Promote national standards for contraception care
How do you do it?
- Review the guidance
- Convene a team that includes clinicians,
clinic managers and support staff
- Go through each section of the tool and
discuss where your clinic scores
- Add up your score at the end to determine
whether you meet criteria for a Quality Contraception Provider or an Expert Contraception Provider
- Identify areas with low scores and make a
plan for improvement
- Repeat the assessment annually to chart
your progress

Examples
Scoring
- Clinics must score at least 50 to rate as a
Quality Provider, 70 or above to rate as an Expert Provider
- Scoring has been informally validated, but
needs more testing
- Clinics can advertise themselves to their
patients as being quality or expert contraception providers
- Clinics can communicate to other
clinicians that they are experts for referrals
