First 5 LA is a leading early childhood funder and advocacy organization created by California voters to invest Proposition 10 tobacco tax revenues in Los Angeles County. Our 2015-2020 Strategic Plan lays out a clear path for the First 5 LA to maximize its impact to strengthen families and improve outcomes for the greatest number of children prenatal to age 5 in L.A. County. As part of the Strategic Plan, First 5 LA is increasing its emphasis on systems change, collaboration, and public policy.

The overarching objectives of this project are to:

  • Represent First 5 LA with federal

decision-makers and national partners in Washington, D.C.

  • Develop and execute advocacy

strategies to advance our public policy goals.

  • Provide strategic guidance for First

5 LA’s prioritization of and involvement in various federal activities.

Project Overview

Targeted Goals for engagement in public policy and advocacy for this project include, but are not limited to:

  • Increased funding for voluntary home visiting programs
  • Increased funding for quality early learning programs
  • Ensuring all children receive timely and appropriate

developmental screens, as covered by the Affordable Care Act, through the adoption of systems improvements like Help Me Grow

  • Ensuring all service providers adopt trauma-informed practices

Proposal Narrative

For each of the targeted goals, we want the following:

  • Identify federal policy opportunities that you

perceive to be relevant;

  • Develop Strategies with specific activities

which you recommend First 5 LA engage in

  • ver the next 12-24 months;
  • Explain the role your firm would play in

executing this plan;

  • Describe what outcomes you expect will

come from this action.

Budget Narrative

  • In your narrative, state your proposed

monthly retainer fee

  • Develop a Budget Narrative that explains the

proposed costs over a 11.5-month period and number of hours personnel will be assigned to the project. Include a brief description of each individual’s role and services to be delivered in the contract

  • Travel will be paid separately from the

retainer fee. Include an estimate for travel costs to California for staff once or possibly twice a year
