C ITY OF Y ELM Executive Department City Administrator The City Administrator serves as the professional administrator of the City and is responsible for implementing the City Council’s policies by overseeing the management of City departments, administering personnel and labor relations, the City budget, and the day-to-day operations of the City. The City Administrator is appointed by and serves at the pleasure of the Mayor and City Council. Executive Assistant The Executive Assistant (EA) is the administrative assistant to the Mayor and the City Administrator. The EA is also responsible for leading, coordinating and providing all administrative support services to City departments, as well as an integrated, one-stop customer service experience for the many people and organizations we strive to serve. Administrative Assistant(s) The Administrative Assistants provide primary customer support to the citizens of Yelm seeking services from City Hall, back-up administrative support to the Management Team, and back-up support to the City Council and Advisory Boards & Commissions. C ITY OF Y ELM 2019-2020 Major Goals • Constructing the Yelm Loop • Secure water rights mitigation to support future growth • New website to continue improving communication and availability of information to the Yelm community • Create a Yelm Youth Council • Establish Yelm University to increase volunteerism and civic involvement • Finalize employee development plan, and implement and track employee continuing education • Obtain Wellness discount for 2020 (2% discount for health care costs) • Extension Classes at Yelm Community Center in partnership with South Puget Sound Community College • Customer service – creating a one-stop shop for all essential services City Council November 13, 2018

C ITY OF Y ELM City Clerk The City Clerk preserves the legislative history of the City and is responsible for the management and preparation of Council meeting agendas, packets, meeting notices, and the recording of meetings and actions taken; maintains official minutes of all proceedings, records ordinances, resolutions and other City documents and public records. November 13, 2018

  9. C ITY OF Y ELM Human Resource The Human Resource department is responsible for policies, programs, activities and functions that support the work of our dedicated team of employees. We support personnel, management, recruitment, on-boarding, training, succession planning, insurance and liability management, claim management, coordinating personnel changes and we are the primary contact for employees with benefit questions. We are connected to every department. November 13, 2018

C ITY OF Y ELM 2018 Accomplishments • Added 6 new positions and replaced 6 existing positions. • New positions include: Custodian, Public Works Administrative Assistant, 2 Police Officers, Water Operator and HR Specialist. • Replacement positions include: Wastewater Treatment Plant Operator X3, Public Works Project & Program Manager, Computer Support Specialist X2 and Utility Billing Clerk. • Streamline on-boarding process for new employees • Implementation of new agenda process for Council packets • Started the paperless process • New City of Yelm Gym & Wellness Center • Wellness Program November 13, 2018

C ITY OF Y ELM 2019 Goals • Implement and maintain employee education records • Wellness program in place for 2019 for discount in 2020 • Update Personnel Policies • Clean and organize Archives at the Public Works facility • Complete digital personnel files and current and past employees • Be completely paperless November 13, 2018
