  • Section 12006 of the 21st Century Cures Act

requires all states to implement the use of EVV for Medicaid-funded personal care and home health care services that require an in-home visit

  • EVV must be implemented for personal care

services (PCS) by January 1, 2020 and for home health care services by January 1, 2023

  • DHS applied for and received the Good Faith Effort

Exemption from CMS.

  • Allows for up to an additional year for EVV implementation

data or change data in any way after the service is delivered, this is deemed a manual edit.

  • Manual corrections should be done on an exception

basis only.

  • Manual entries may need to occur in those situations

when EVV visit capture modalities are unavailable at the point of care. – These are still considered manual corrections.

  • ESCs 925-931 are EVV edits; they are not HCSIS codes
  • As of October 1, 2020, these ESCs will cause claim lines

to not be paid.

line denied because the allowed units on the claim detail are greater than the units found on the EVV record in the DHS Aggregator.

units found in the EVV record need to be corrected.

  • The provider should make corrections as applicable and resubmit

the claim, ensuring the units found in the EVV aggregator are equal to or greater than the units submitted on the claim.

  • While performing claims resolution analysis, provider agencies are

encouraged to review the rounding rules and/or the calculation rules found in the ODP Guidance, make corrections accordingly and resubmit claim.

– No EVV record was found in the DHS Aggregator at the time the claim was processed; or – Mismatch was found between either the date of service, recipient MA ID (10 digits), procedure code/modifier and/or MPI (9 digit) code that is found on the claim versus what is found in the EVV record at the time the claim was processed.

EVV contact needs to email PAAltEVV@sandata.com to request testing credentials.

  • In that email request it is very important to provide the following:

– Who your Alternate EVV Vendor is; – Who the vendor contact is; – Vendor contact email address; – Vendor contact direct phone; and – Give the Alternate EVV support team at Sandata permission to work with Alternate EVV Vendor on your behalf and send them emails.

  • The Alternate EVV support team at Sandata will create testing

credentials for the provider.

– This process may take up to 5 business days.

– Please monitor your email and spam filters for the delivery of test credentials every day as testing credentials are sent via secure

  • email. It is the provider’s responsibility to forward these items to

their respective Alternate EVV vendor.

  • During this time, agencies must also register and complete the

training for DHS Aggregator via the Learning Management System.

– Once completed, agencies must notify the Alternate EVV support team at Sandata via email PAALTEVV@sandata.com and share their copy of the Certificate of Completion.

  • The provider and Alternate EVV vendor work together to

conduct testing, as the Alternate EVV support team at Sandata assists with any issues or errors encountered.

  • This is the lengthiest of all the steps and can take

between 2-12 weeks.

  • The length of time is dependent upon the Alternate EVV

vendor, the Alternate EVV vendor system, and/or the level of engagement by both the provider and the Alternate EVV vendor.

  • During this step, please monitor emails regularly.

– It is important to note that Sandata, the Alternate EVV vendor and provider should be included in all emails.

  • Alternate EVV vendors are NOT permitted to correspond with

  • In the event an Alternate EVV vendor requires a phone call

with the Alternate EVV support team at Sandata, the provider must give written consent in the Step 4 support ticket.

– This is necessary to ensure all parties are kept informed throughout the entire Step 4 process.

  • The Alternate EVV support team at Sandata will then respond

with Production Credentials and verify the provider’s Go-Live date.

  • Once successful data transmission is confirmed, the provider

emails the Alternate EVV support team at Sandata to confirm successful data transmission in the DHS Aggregator.

the “forgot password” to reset password.

  • After five (5) failed attempts, the user will be locked out!

– Administrators unsuccessful attempts at supplying temporary password for a locked SMC users – Please try the following before calling PAC support:

  • Use the "search" feature under the Employee Module to query your

  • Select the Pencil to edit the Employee.
  • Deselect the Mobile user checkbox (found under Hire date), then

select Save & Close.

  • Please wait 10-15 minutes prior to editing the same Employee (wait

time is important)

  • Edit the Employee using the Pencil and reselect Mobile User

checkbox, then Save & Close.

  • Wait 10-15 minutes before executing the temporary password reset.

The DHS EVV Provider Portal does not know how the provider intends to bill, until a claim is received requesting matching visits. As such, the portal may show that a service has 0 billable units, when in fact if the agency bills for multiple caregivers’ visit units collectively on the same claim, it would equal a unit.

Question: Do caregivers need to register for a Unique ID?

  • DHS is rolling out the unique ID requirement in phases.
  • Direct care workers in OLTL waivers in participant-directed

programs were the first group required to obtain unique ID.

  • DHS is making several enhancements to the system before

rolling it out to agency workers.

  • Once the enhancements are completed, DHS will provide

additional instructions to agencies regarding this requirement.

  • Telephonic verification must include validation through a GPS or

location system.

  • Cell phones are not acceptable for telephonic verification unless a

location device code is included.

  • Non-fixed VOIP will require a location device code.

EVV Questions

Question: Can Sandata provide specific dates for when the

Sandata Mobile Connect (SMC) application is updated?

When Sandata submits an update to the “app stores” on a given release date, both Google Play and Apple must first review and approve the builds before the application is published and available to download. Sandata has no control over the “app stores” review and approval process. The entire process of a new version of SMC to be available in the stores for user download can typically take up to 2 weeks, which is communicated via the release notification in emails. Please be sure to monitor your emails for these important release notices.

Question: What do I need to do to be compliant if I have multiple EVV systems to collect EVV Data?

  • Multiple DHS Aggregator Accounts will be required
  • Visit data from each system will not be comingled in the PA Aggregator
  • Each vendor will have to complete testing with the Sandata team
  • Production deployments can be completed separately

Question: What if I have multiple Systems, one with HHAeXchange (CHC MCO) and one FFS 3rd Party EVV solution?
