New Guidance ● ฀ Fiscal Changes and Equitable Services Requirements under the ESEA Act of 1965, as Amended by the ESSA ○ https://www2.ed.gov/policy/elsec/leg/essa/essaguida nce160477.pdf ○ “…except as otherwise provided in this guidance, the existing non-regulatory guidance documents, Title I Services to Eligible Private School Children and issued on Oct. 17, 2003 and Title IX, Part E Uniform Provisions, Subpart 1—Private Schools and revised on Mar. 2009, remain applicable.” Oklahoma City Public Schools

  5. Purpose The purpose of Title I, Part A is to provide all children significant opportunity to receive a fair, equitable, and high- quality education, and to close the educational achievement gap. Oklahoma City Public Schools

  6. Funding ● Sec. 1117(a)(4)(B) (Title I) and Sec. 8501(a)(4)(B) (Title VIII) ○ Funds allocated to a local educational agency for educational services and other benefits to eligible private school children shall be obligated in the fiscal year for which the funds are received by the agency.   7. Targeted Assistance Programs ● Use Title I funds to serve only those students who have been identified as most at-risk AND who live in an attendance area served with Title I, Part A funds; Oklahoma City Public Schools

  8. NOTE The low-income “formula children” who generate the funds are not necessarily the same children who will receive the services. Once the money reaches the school, children are selected for services solely on the basis of academic need and attendance area. Oklahoma City Public Schools

  9. Verifying Eligibility ● In December of each year, well will need the grade level and address of any student who qualifies for free/reduced lunch ★ We then look up each student to see if they reside with OKCPS boundaries. ○ If yes, you receive funding for them ○ If no, we contact the other district and let them know Oklahoma City Public Schools

  10. Student Selection ● Children from preschool through Grade 2 must be selected solely on the basis of criteria such as: ○ Teacher Judgment ○ Interviews with Parents, and ○ Other developmentally appropriate measures. ● Children in Grades 3 and above are identified on the basis of multiple, educationally related, objective criteria established by OKCPS in conjunction with the private schools. Identification & Selection for Services ● Students are rank ordered on the basis of multiple, educationally-related criteria. ● The list of students is given to OKCPS Title I office to verify eligibility. ● A student selection worksheet must be maintained at the site and OKCPS ● New students to the site must be included in the rank order list. ● Students who meet their goals should be deleted in the next rank order update. Allowable Program Expenditures ● Programs, activities, and academic courses necessary to provide a well- rounded education ● Expanded learning time (summer, after-school, before school, etc.) ● Professional Development ● Parent and community involvement ● Software subscriptions ● Tutoring ● Salaries and fringe benefits for teachers and tutors ● Books, materials and/or other equipment ○ All programs must benefit the eligible students, not the entire school. Proposed Expenditures ● Is the expense “reasonable and necessary”? ● Is the expense allowable? ○ Targeted assistance schools must follow the “supplement not supplant” requirement. ● Approval prior to expenditure is required. ○ Title IA may not reimburse for prior expenditures. Title I Materials & Supplies ● What resources are needed? ○ Typical expenditures in a Title I targeted assistance program include tutoring stipends, books and materials, parent involvement, and professional development. ○ Resources should be programmatic and must align with the needs assessment ○ Resources must be allowable under Title I regulations.   15. Location of Services and Equipm ent ● Title IA services must be provided in a separate space that is accessible to OKCPS when services are provided. ○ If services are provided in the library or classroom, the space must be partitioned off and separate. ● Materials purchased with Title IA funds can only be used by eligible Title IA students. ● Books and other materials purchased with Title I funds are the property off OKCPS and must be labeled in such a manner that it is not easily removed. Location of Services and Materials The following information must be included on the inventory: Fund source, Description of Materials, Serial Number, Acquisition Date, Acquisition Cost, Location of Material. Labels must include the following information: i.e.- Oklahoma Public Schools FY 2017-2018 Purchased with Title IA Funds Oklahoma City Public Schools

  17. Location of Services and Equipm ent ● All technology and non-consumable items need to be listed on an inventory maintained at the private school and readily available for review by OKCPS. ● The procedure for the retrieval of Title IA purchases made on the behalf or private schools when the materials are no longer needed from their program will be that the material will be evenly distributed among the remaining schools. The current school’s inventory will reflect that the items were moved to the receiving private schools. Oklahoma City Public Schools

  18. Title I Certified Teachers ● Teachers and tutors must be certified in the appropriate grade span and content area ○ “Highly-qualified” is gone. ● Tutors are OKCPS employees who must be hired by OKCPS before services can begin. ● If tutors are secured through a third-party vendor the tutors/vendor must submit a background check and proof of certification areas. Professional Development ● Under ESEA Section 8101 (42) the term “professional development” means activities that- ○ are an integral part of school and local educational agency strategies for providing educators (including teachers, principals, and other school leaders, specialized instructional support personnel, paraprofessionals, and, as applicable, early childhood educators) with the knowledge and skills necessary to enable students to succeed in a well-rounded education and to meet the challenging State academic standards; Oklahoma City Public Schools

  20. Professional Development ● “Well-Rounded Education” Sec.8101(52) ○ English, reading or language arts, writing ○ science, technology, engineering, mathematics, ○ computer science, ○ foreign languages, ○ civics and government, ○ economics ○ arts, music ○ history, geography, ○ career and technical education ○ health, physical educatio, and ○ others as designated by the State/LEA Oklahoma City Public Schools

  21. Parental Involvement ● Parent involvement can be provided only to parents of identified students. ○ Title I parent involvement activities can be held in conjunction with non-Title I activities. ● Parent involvement materials or activities must align to your students’ needs. Oklahoma City Public Schools

Third -Party Contracts ● Third-Party services remain a district run program and everything goes through the district even if schools are pooling their funds. ● Third-Party contracts should provide information that ensures OKCPS that the Title I program contract will be administered in accordance with all requirements. ● The LEA must exercise oversight of the instructional program and administrative cost Oklahoma City Public Schools

Consultation ● (NEW): The goal of all parties should be to reach an agreement on how to provide equitable and effective programs for eligible private school children. ● LEA must provide “timely and meaningful” consultation with appropriate private school officials.
