  2. ABSTRACT This study arose from the problem perennially encountered by those who tench and those who learn English at the Nigeria Certificate in Education (NCE) level. Language materials are not written specifically for the NCE level and those being used are found to be inappropriate in some ways, either for the teacher 1 s purpose or for use by learners. In order to save the situation, therefore, it is necessary to design language materials that suit the teacher's teaching purpose as well as cater for students' learning needs. The present study is an attempt to design such materials. It proposes three levels at which NCE language materials may be written. Level 1 material describes a specific aspect of the language largely in linguistic terms. It does not concern itself with the question of who is learning what in which context. It is more or less a reference grammar. Level 2 material is a teaching grammar oriented towards a specific level of learners for a specific purpose and in a specific learning context. It is of direct relevance to language teachers at a level for which it is appropriate. " Level 3 material is an abstraction from Level 2 material and it is designed as practice material for students. The working of the proposed approach is illustrated with English modal auxil.ary verbs (models), which represent an area, of misuse or underuse by the set of learners for which the materials are designed. xi

Level 2 materials re-present carefully worked-out information on students' performance analysis (as opposed to error analysis) of the modals, that is, data on learners' use, misuse and lack of use of the modals. The materials were determined on the basis of a combination of approaches described in 4.3. The sample material at Level 3, however, is graded exercises intended as practice material (Chapter five). This chapter is based on a further selection from Level 2 (Chapter four), of areas of difficulty in the use of the modals and in distinguishing between the various meanings of the modal auxiliaries. xii
