Comprehensive Empowerment Plan

  • Plan should outline:

– how empowerment offerings were chosen – the relevancy to the population served – experience of the sponsor and/or service provider

  • Plan should address each 7 minimum

requirements for each point initiative sought after (next slide)

  • Pick one initiative per category

– Do not submit multiple options for us to decide which would qualify best for the category

  • The FHLBank reserves the right to

disqualify empowerment initiatives that appear to be structured or proposed for the purpose of “gaining points.”
