  • Dorothy was born in northeastern

Pennsylvania and moved to Florida in 1986.

  • She graduated from Wilkes

University with a degree in psychology.

Dorothy J. Richards 25 Years

  • Dorothy joined Orange County in 1988 as a Clerk –

Receptionist at Public Works.

  • In 1989, she was promoted to Clerk II and transferred to

Human Resources.

  • Dorothy has been promoted several times, including:

Background Investigator, Employment Analyst, HR Recruiter, Senior HR Analyst, HR Advisor for Compensation, Recruitment, Benefits & Wellness. She’s currently the HR Administrator for Compensation and Recruitment.

Dorothy Richards - 25 Years

  • Dorothy is a Certified Compensation Professional

and Senior HR Professional.

  • She developed and implemented our high

deductible medical plan, the PeopleSoft recruitment applicant tracking system, the county- wide recruitment standard operating procedures and the innovative compensation system called “Broadbanding.”

  • Dorothy has been married to William for 39 years

and they have one son: Michael.

Maintenance Person at the Pine Hills Facility.

  • Richard has been promoted to Plummer 1 thru 4,

and has a Master Plummer’s license.

  • Richard earned the Employee of the Year Award

and an Outstanding Achievement Award in 1992.

  • He is currently assigned to the 33rd Street District

Office.

  • Richard has been married to Gladys for 18 years,

and they have three children: Luis, Jessica and Rashida.

  • His hobbies include reading, drumming and

studying African spirituality.

  • Brian was born in New York

and moved to Central Florida in 1984. He’s a graduate of Ichabod Crane High and Hudson Valley College where he earned a degree in criminal justice.

Brian K. Domigan 25 Years

  • He was hired by Orange County in 1988 to work in

the Main Facility.

  • In fact, he was one of the first Field Training Officers

in Corrections.

  • Brian has worked at most of the Corrections

facilities, including: the Annex, Pods, Mods, Booking and Release, Genesis, Recreation and Perimeter.

  • Brian has been married to Barbara for 29 years and

they have four children: Jessica, 27, a graduate of the University of South Florida; Holly, 25, who is the mother of their two grandchildren – Logan and Matrim; Daniel, 22 and Shawn, 18.

  • Brian enjoys spending time with his grandchildren,

going to swim meets and riding his motorcycle to events such as poker runs for charity. *

  • Orlando. He graduated from
  • Dr. Phillips High School,

Valencia Community College, National Louis University and the University of Phoenix.

Henry Vince Preston - 20 Years

  • Some of Vince’s earliest jobs included: dishwasher

and dough maker at a pizza shop and tuba and trombone player for the baseball band at Walt Disney World.

  • He launched his fire career at the Eatonville Fire

Department as a Firefighter/Driver.

Vince Preston – 20 Years

  • Vince joined the Orange County Fire Department in 1993.

He earned promotions over the years to Lieutenant, Training, Public Information and Engine Company Officer, Battalion Chief, Life Safety & Education Bureau and Assistant Operations Chief . He’s currently the Division Chief for Logistics.

  • As a training officer Vince was responsible for training 450
  • f the 1,000 sworn members.
  • He also headed up the team that helped feed emergency

responders during the 2004 hurricanes.

  • Vince has served as the department’s spokesperson for

many high profile issues.

Vince Preston – 20 Years

  • Vince attended the Orange County Leadership Institute in
  • 2005. He earned a Unit Citation in 2006, oversaw the

remodeling of stations 51 and 57 and the construction of Station 84 (Christmas) all of which came in under budget.

  • Vince also managed a $1.7 million federal grant program to

upgrade to Life Pak defibrillators.

  • He has been married to Connie for 20 years and they have

two children: Joshua and Cedric.

  • In his spare time, Vince enjoys reading biographies and

serving as a volunteer minister. He loves his jazz and classical music collection and practices his horns while waiting for that expected call from either the New York Philharmonic or the Wynton Marsalis group. *

Orlando, graduated from Oak Ridge High School and the University of Phoenix.

  • He too worked at Walt

Disney World as a Recreation Host - Lifeguard.

Joseph C. Washington - 25 Years

  • Joe served in the Air Force for four years and joined

Orange County Fire in 1988.

  • He was promoted to Staff Lieutenant in 1993 and

was later appointed Acting Division Chief for Safety and Risk then Battalion Chief for Safety & Wellness. He’s currently the Acting Assistant Chief in the Office

  • f the Fire Marshal.

Joe Washington – 25 Years

  • Joe developed and implemented the Inventory Control

Tracking System and the Records Request Tracking System.

  • He obtained a $268k federal grant to obtain hurricane

shutters for our fire stations.

  • He has chaired the Orange County Vehicle Requirement

Utilization Committee.

  • Joe completed the Carl Holmes Executive Development

Institute at Dillard University in New Orleans.

  • He coordinated several significant programs – Candidate,

Paramedic and Incumbent Physical Ability Test and the Accountability System for Emergency Incidents.

  • He also obtained a $100k grant for the Wellness Program

and won a NACO Award for the Wellness Program and the Mobile Fitness Unit.

Joe Washington – 25 Years

  • Joe coordinated the opening of seven new Fire Stations.
  • He re-developed and initiated the department newsletter (Fire

Scenes).

  • But, his most memorable moment was meeting President

Obama during the 2012 NBA All-Star weekend, where the President recognized members of his motorcade detail.

  • Joe is married to Melissa and he has three children: Joseph,

Barry and Brandon along with one grandson: Julius.

  • His hobbies include: Loving his wife, gardening, landscaping

and watching sports, especially football.

  • He is a member of the Orange County Risk Committee and is

a voting member of the National Fire Protection Association (NFPA). *

  • Carrie was born in Worcester,

MA , moved to Orlando in 1973 and graduated from Boone High School.

  • She excelled in sports and

was awarded a softball scholarship to Seminole Community College.

Carrie Beth Allard - 25 Years

  • Carrie’s mother worked at Fire Rescue’s front desk

and encouraged her to apply for a job as a Dispatcher in 1988.

  • Carrie liked her supervisors and trainers so much she

decided to become a trainer herself in 1991.

Carrie Allard – 25 Years

  • Carrie became a Assistant Supervisor in 1997.
  • She was part of the emergency management team that went

to Mt. Weather for hurricane training.

  • She has won numerous awards, commendations and

recognitions for life saving calls she has managed.

  • Carrie was awarded the 2010 Dispatcher of the Year Award

from the Florida EMS and the Mayor’s Award for helping a 13 year old assist with the birth of his sister’s baby. She earned a Unit Citation for assisting with a mass casualty incident involving multiple vehicle entrapments.

  • But, Carrie says her greatest achievement is successfully

training new dispatchers.

  • She is married to Bob and they have two children: Megan

and Rob and three grandchildren: Hanna, Colton & Emma.

  • They spend all their free time on the golf course.

  • Gary was born in Cincinnati,

OH and moved to Apopka in 1968.

  • He graduated from Apopka

High School and attended Lake County Vo-Tech where he earned his Firefighter and EMT Standards.

Gary L. Brannock - 25 Years

  • Gary joined OCFD in 1988 at Station 73.
  • He later transferred to Station 71 and then to

Battalion 1.

  • Gary was promoted to Engineer in 2008.
  • He has been married to Mimi for almost 28 years

and they have 3 children: Marla, Hillary and Chase along with one granddaughter, Madison.

  • On his days off, Gary enjoys spending time with

his family, fishing and cycling.

  • Joe was born in Rochester, NY, moved

to Central Florida and graduated from Evans High School.

  • At the age of 19, he worked for a small

community fire department before joining Orange County Fire Rescue in 1988.

Joseph L. Silvestris - 25 Years

  • Joe started at one of the busiest fire stations in the county

where he stayed for 15 years.

  • He obtained two associate degrees in fire science and

emergency medical services and he became an Adjunct Instructor teaching EMT and Paramedic courses for eight years.

  • Joe got additional training in hazardous materials and

technical rescue and became an Auxiliary Sheriff’s Deputy working as a Flight Paramedic for the SWAT team.

  • He was re-assigned to the Heavy Rescue Unit and was

responsible for Hazardous Materials & Technical Rescue response.

  • After serving 3 years as a Lieutenant , Joe was promoted

to Battalion Chief.

  • In 2010, he became Assistant Chief of Special Operations

and Emergency Medical Services. He’s currently the Assistant Chief/Shift Commander for B Shift supervising 300 people and 41 fire stations.

  • Joe spearheaded the restructuring of the Central Florida

Intelligence Exchange Fusion Center Steering Committee.

Joe Silvestris – 25 Years

  • Joe has chaired several local and state committees

including: Regional Domestic Security Task Force, Florida Fire Chief’s Association, Local Emergency Planning Council and the Urban Area Security Initiative

  • program. He’s also a member of the FBI Joint

Terrorism Task Force.

  • He is currently working with UCF to develop an

incident command simulator for Orange County Fire Rescue.

  • Joe is married to Mandy, his high school sweetheart,

and they will celebrate their 25th wedding anniversary in August. They have three sons: Alex, Brandon and

  • Marlin is a Florida native who

graduated from Lake Brantley High School and attended Seminole and Valencia Community Colleges.

Marlin Ellis 25 Years

  • He stated at the Leesburg Fire Department, joined

Orange County Fire in 1988 and graduated from Paramedic School in 1990.

  • Marlin has been promoted to Engineer, Lieutenant

with credentials to ride in the capacity of Safety Officer, EMS Captain and Battalion Chief.

Marlin Ellis – 25 Years

  • Marlin has also served as an Auxiliary Deputy Sheriff and

Paramedic on the Emergency Medical Helicopter.

  • He is currently the Lieutenant Paramedic in the Training

Division with specialties as an Advanced Cardiac Life Support Instructor, Pediatric Advanced Life Support Instructor, Cardio-Pulmonary Resuscitation Instructor, Live Fire Instructor and Video Communications Specialist.

  • Marlin is married to Tammie and they have five children:

Joshua, Lindsey, Joey, Kristie and Michael; one grandson: Hagen and a grand-daughter on the way.

  • In his spare time, Marlin enjoys boating and being near the

water.

  • In 2003, Scott received a Unit Citation for his work

during a three alarm fire at the Days Inn on Landstreet Road. He also earned a citation for working in Palm Bay during the brush fires in 2008 and for rescuing a person dangling from a billboard.

  • Scott has one daughter: Shannon and 3

grandchildren: Giavonna, 6, Evelina, 5 and Isabella, 4.

  • In his spare time, Scott enjoys fishing, golfing and

doing renovations.

  • He was hired in 1988 to work at Station 41 where he

transferred to Station 71.

  • John received the Fire Chief’s Award for the 2006

EMS Supply Reorganization Project.

  • He is currently assigned to Station 82.
  • John has been married to Heather for 24 years and

they have three children: Rebecca, Madison and Daniel.

  • John is active in his church and enjoys going to

concerts, camping and traveling with his family. He also loves sailing, fishing and just being outdoors.

Service Field Representative.

and they have one daughter: Jennifer.

  • His hobbies include: boating, fishing and working
