Elementary Planning Phase 2:

Data Review Objectives

This data review seeks to prepare APS for the Fall 2020 boundary process as follows:

  • Be transparent in sharing Planning Unit data with the community as

the first step in preparing for this boundary process

  • Conduct a careful and critical examination with stakeholders of the

Planning Unit data that will be used in this boundary process

  • Review input received and ensure data is accurate, complete and

ready to use for boundary adjustments

  • Publish the final Planning Unit data in August 2020 that will be used

in adjusting boundaries in the fall (Phase 3)

Timing Planning Activities

Spring 2020

  • Planning Unit Data Review to prepare for Fall 2020 boundary process (Note: this “Getting Started”

phase of the boundary process is being done early to allow ample time for revisions to data)

  • Cross-departmental team to begin planning for school moves transition; new APS Engage webpage
  • Principal search for new neighborhood school at Key site

Summer 2020

  • Collaboration with cross-departmental staff and instructional leaders to prepare for fall boundary

adjustments; begin to develop preliminary scenarios guided by their input, School Board boundaries policy, and final data from the Spring 2020 Data Review process

  • Cross-departmental team continues planning work in support of school moves transition

September – December 2020

  • APS Engage webpages, School Talk messages and other communications will provide details to

stakeholders about process and timeline for boundary adjustments and school moves transition

  • Boundary process will include engagement opportunities for community to share their input

Nov./Dec. 2020

  • School Board adopts new boundaries; updates made to 2021 Kindergarten Information Night materials

Spring 2021

  • Communications to notify families affected by new boundaries
  • Ongoing planning and communications for transitions due to school moves and boundary adjustments

Summer 2021

Facility refreshes and kitchen expansions at three schools involved in school moves process

School Board Boundary Policy B-2.1

The Arlington School Board has established, and may change, school attendance boundaries to govern school assignments based on student residence both to advance the educational mission of the system and to contribute to the efficiency of the school division. The Board structures boundaries with the goal that students may attend school in an appropriate, instructional environment, and to make cost- efficient use of capital assets and instructional resources.

In Fall 2020, APS will implement the Phase 3 boundary process and adjust boundaries across elementary neighborhood schools, to take effect in the 2021-22 school year.

  • This process will develop attendance zones for the new neighborhood

elementary schools at:

− The Key site (2300 Key Blvd.) − The Reed site (1644 N. McKinley Rd.), and − A new neighborhood attendance zone around Arlington Science Focus School (ASFS, at 1501 N. Lincoln St.)

  • These boundary adjustments will help APS manage capacity utilization

at neighborhood elementary schools

  • The School Board will adopt new boundaries in Nov.-Dec. 2020

Changes Since Last Boundary Process

  • Input to APS from 2018 Elementary School Boundary Process

− Community input and FAC helped identify adjustments needed to data − CCPTA recommended more time be allowed for data review, separate from boundary adjustment process

  • Changes made to 2020 Elementary School Boundary Process, in

response to this feedback

− Boundary process in two phases now extends over longer period of time: data review in spring and then boundary adjustments in fall − Early review of data with community allows more time to make any needed adjustments to data before any scenarios are developed − Boundary adjustment process in fall can be more focused − Community input will be gathered in both phases of the boundary process

Sources of APS Planning Data

  • APS September 30, 2019 official enrollment counts by address, matched to planning units
  • APS Historical Student Information System address-level data, matched to current planning units, from

September 30 of 2018, 2017, 2016, and 2015

  • Planning Unit boundaries in a GIS format, most recently updated in Fall 2018
  • Housing Unit Forecast from Arlington County Government (ACG) from September 2019 and updated

with ACG residential construction status information from March 2020

  • Student Generation Rates used in the Fall 2019 ten-year projections and produced by APS staff are

applied to the Housing Unit Forecast

  • Actual Resident Live Births from 2015 through 2018 is sourced from ACG, who receive that information

from the Virginia Department of Health. This historical information is for live births to mothers who reside in Arlington County

  • Birth to Kindergarten Ratio is updated on a yearly basis by APS staff. This ratio represents the

percentage of children entering kindergarten in a particular year as compared to the total number of children born five years earlier to Arlington County parents.

  • APS Spring Update to the 2020-21 School Year was used for the assumption of how many future

Kindergarten students were likely to attend an option school.

Alternative Approaches for Planning Unit Projections Methodology

  • Approach 1: Projected Grade K to 5 students living in planning unit and

likely to attend their neighborhood school. For Grade K, each planning unit’s projected proportional share of incoming K students was used for an assumption of future transfer-out rates from their neighborhood

  • school. See Methods for more information.
