Background  2013 lawsuit alleging Edwards plant violation of the Clean Air Act  August 2016 U.S. District Court finding in favor of plaintiffs  November 2019 court-approved settlement requiring closure by the end of 2022 (subject to regulatory approval) and payment of $8.6 to fund community projects

Eligibility 501(c)(3) nonprofits  Local government agencies in Central Illinois  Universities, colleges, junior colleges and other schools in Central Illinois  New in V2: 501(c)(5) labor organizations serving Central Illinois residents (for Training  projects) Preference to organizations with rich history of engagement with the impacted segments of  the community Communities of Concern Displaced Edwards plant workers  Segments of the community harmed by Edwards air pollution  Segments of the community impacted by climate change  Segments of the community impacted by decades of socioeconomic and racial injustice  Fenceline communities in Bartonville, Pekin and adjacent areas  Due to prevailing winds and the Illinois River valley topography, Peoria’s South Side 

Types of Projects $1.72 million $6.88 million  Training and wrap-  Up to 50% to Lung Health programs for around workforce education, medical access/intervention and services at Central air-quality-related home improvements Illinois schools, training  Up to 50% to Electric Buses for public hubs, community schools or public transit fleets centers and churches  Up to 50% to Energy Efficiency for low-  Accessible to displaced income housing, both owner-occupied and workers and the rental Communities of  Up to 25% to Solar projects for schools, Concern churches, government buildings, affordable housing and low-income owner-occupied homes

Time Line Nov 21, 2019 RFP opened Today RFP informational sessions Jan 13, 2020 Proposals due at 5PM CDT Updated in V3: Screened applicants contacted the week of January Weeks of Jan 13-27, 2020 13 and asked to give an up-to-15-minute in-person presentation and participate in an up-to-30-minute Q&A the week of January 27. Feb 3, 2020 Final deadline for any requested info from competitive projects Updated in V4: Week of Selected projects notified February 17, 2020 Updated in V4: Week of Selected projects and funding commitments February 17, 2020 presented to the public, the U.S. District Court and the Department of Justice Late winter- Finalize grant agreements and disburse funding spring 2020
