Amendment including recommendations made by The Office of the Minister for Housing, Planning and Local Government to include reference to The Control of Dogs Regulations 1998 (as amended) ‘Dogs in parks and open spaces shall be kept on a leash, other than in areas designated as off leash areas, or at times specified by the County Council. Dogs must be kept under effectual control at all times . A person shall not cause or allow any Restricted Breed, as defined in the Control of Dogs Regulations 1998 (as amended) belonging to him/her, or in his/her charge to enter or remain in the park unless such dog is kept securely muzzled and led on a sufficiently strong leash or chain not exceeding 2m in length by a competent person over 16 years of age.’

  11. How will it work in practice ? 1. Designated Off-leash areas will be provided in all Regional Parks and other Parks with a Park Ranger service. 2. In all Parks where Off-leash areas are not provided; Off-leash times will be as follows: • Up to 11am in the morning and for the last hour of official park opening times (seasonal and occasional variation will apply) 3. An extensive public information campaign will follow adoption of bye-laws.

With Amendments suggested by Irish Aviation Authority (IAA) “No person shall operate any Unmanned Aircraft System (UAS) “drone”, remotely piloted aircraft, model aircraft, model sailing vessel or any model mechanically propelled vehicle in a public park or open space except in locations or at times designated by the Council for such activities and subject to the requirements of the Irish Aviation Authority (IAA) or other relevant statutory bodies and subject also to the Council’s requirements in relation to privacy, data protection, health & safety and insurance being met.”

  23. Some Additional Proposed Amendments Ensure Fixed Payment Notice (FPN) will be bi-lingual. (Note: Entire Bye-laws will be bilingual i.e. Irish & English) It is proposed to increase the Fixed Payment Notice (FPN) from € 31.75 to € 100 Round up the fine for breaching the Bye- laws from € 1,269.74 (£1,000.00) to € 1,300. Round up the daily fine for continuing contravention of Bye-laws from € 126.97 (£100) to € 130 per day.
