What is an Local Area Plan (LAP)?

The Local Area Plan (LAP) sets out the strategy for the proper planning and sustainable development of an area over a 6 year period. A LAP consists of a written statement and a plan or plans outlining objectives for the plan area and includes the zoning of land. The policies & objectives contained within the LAP must be consistent with the objectives of the County Development Plan. It is mandatory for a planning authority to make an LAP if an area is designated as a ‘town’ in the census.

Population & Settlement Strategy

2002 – 2006 saw an increase of 3.3% in Castlecomer. Castlecomer population was 1531 in 2006 Kilkenny County population is projected to increase by between 19.9% - 34.3% by 2020. Reasonable to assume a growth of somewhere between 5% and 10% in the population of Castlecomer up to 2020.

How can the LAP enable continued population growth? Can the additional population be catered for on existing serviced land or should new land be serviced and zoned? If new land is zoned for development, where should this be located? What level of growth is appropriate in the different parts

Limited pressure on the housing stock in Castlecomer in the last few years given the relatively small increase in population. However, the LAP must ascertain demand and ensure sufficient housing is supplied to meet demand.

Employment & Industry

The labour force in Kilkenny County is projected to increase by between 15% - 20% by 2020. Therefore the labour force in Castlecomer could expand significantly. Castlecomer serves as the market town and service centre for its hinterland with business activity concentrated in the town centre.
