Community Development

  • Highland Subdivision
  • 75 single family dwelling subdivision development

with community parkland on Leitch Street.

  • Water Department installed 6" PVC water line through

subdivision from Mary Street to Miller Road on Leitch Street.

  • 145 acres industrial or commercial land
  • n the 401 Corridor. One parcel being

developed.

  • Agris Solar Farm
  • Land Acquisition
  • Purchased 173/177 Currie Road

for future downtown development. The Agris Solar Co-Op farm in Dutton is now up and running. It is located behind Dutton's sewage lagoons at the end of Shackleton Line. The farm is on 10 acres of property leased to Agris by the municipality and has 49 solar panels collecting

  • power. The farm has the capacity to generate

500 kilowatts through the panels.

scope of work includes sewer system, road redesign and reconstruction, street-lighting, accessible sidewalks.

  • Raised, tar and chipped Dunborough

Road.

  • Repaving - Pioneer Line to Thomson

Line (joint venture with West Elgin).

  • Raised, added drainage, tar and

chipped Pioneer Line (Willey Road to Cowel Road).

  • New fence and gates at Landfill Site
  • New JCB Backhoe.
  • Replacement - small truck with small

plow and sander.

Collection Improvements:

  • Tax Arrears for previous years $344,444 in 2014, Currently $261,903.
  • Introduced Pre-Authorized Payment for property taxes which helps

residents to smooth out payments throughout the year and improves collection rates.

  • Decreased bank fees by eliminating credit cards.

Prevention

Fire Department

  • Added 5 new recruits.
  • 75% of firefighters now have

firefighter level 2 training or higher.

  • Attended 10 events to do public

education.

  • Currently have 50% of our door to

door campaign finished for smoke alarm and CO2 alarm awareness.

Roads Department

  • 62 Tile Drain Repairs.
  • 11 Open Drain Maintenance.
  • Received $44,642 in grants last

year for 2012 drain maintenance.

  • Graveled:
  • Celtic Line.
  • Thomson West.
  • Thomas and Erin (Fingal to Willey).

Drainage

  • No adverse samples for the year.
  • We scored 93% on our M.O.E Inspection in

2016.

  • Took ownership of the Iona Interconnect.
  • Automatic generators at the water tower and

Iona building.

  • New high efficiency furnace and added

insulation at the Water Department to save energy.

  • Miller Road PVC watermain replaced with all

services from Strathcona Street to Pioneer Line.

  • New 6” PVC water line looped through the new

Highland Subdivision (Leitch Street) from Mary Street To Miller Road.

  • The replacement of lead service lines.

completed on Margaret Street, Annie Street and Wesley Street.

Water Department

  • Severances – 8 applications.
  • Zoning By-law Amendments – 10

applications.

  • Minor Variances – 6 applications.
  • Site Plan Control – 1 application.
  • Update to the Dutton Dunwich

Zoning By-law came into effect on February 25, 2016 with no appeals.

Planning Department Waste Management

  • New initiatives at the landfill site will

increase curbside recycling and ensure appropriate recycling of pesticide & fertilizer containers as well as seed and pesticide bag.

Programs

Another successful year for Recreation & Programs in the Community:

  • Out Door Rink was widely enjoyed.
  • Zumba for Adults group.
  • Facility rentals are increasing.
  • Baseball Diamond Rentals full – could not

accommodated West Lorne Men’s Baseball Team. Aquatics Program

  • 150 Participants over the season, which

included Bronze Medallion/Cross Program (14), Red Cross Swim Levels 1-10 and Pre- School Programs.

  • Hired 12 Lifeguards.

Swim Team

  • 22 children ages 5-16 participated.

The Municipality of West Elgin has generously donated the use of a trailer that can be used in emergency

  • situations. It will be modified and

equipped with emergency supplies funded by the Municipality of West Elgin, the Township

  • f Southwold and

the Municipality of Dutton Dunwich.
