SFCTA’s DBE/LBE Program It is the policy of the Transportation Authority that Disadvantaged Business Enterprises (DBEs), Small Business Enterprises (SBEs) and Local Business Enterprises (LBEs) shall have the maximum feasible opportunity to participate in the performance of contracts financed in whole or in part with Transportation Authority funds.
