• 1. Purpose of RFB

• 2. Evaluation Criteria

The Evaluation will be based on (80/20) PPPFA system as follows: CRITERIA POINTS Price 80 B-BBEE Status Level Contribution 20 Total 100

• 3. Evaluation Stages

The bid will be evaluated over four stages as follows: Stage 1A: Administrative pre-qualification verification Stage 2A: Technical mandatory requirements Stage 3 : Price and B-BBEE evaluation The bidder must qualify for each stage to be eligible to proceed to the next stage of the evaluation.

• 4. Submission of bid responses



The tender response must be submitted as follows:

• One (1) original file including pricing which must be submitted in a separate

envelope;

• One (1) hard copy including pricing which must be submitted in separate
• envelope. The pricing envelopes must be clearly marked.
• Two (2) electronic copy on compact disk (CD) in Portable Document Format

(PDF) and specified which must include Bid Document and Technical / Functionality Response file.

• One (1) electronic copy in compact disc (CD) in Portable Document Format

(PDF) and pricing schedule must be submitted on a separate CDs. Note that the pricing must also submitted in soft copy on Excel format.



Important: Pricing must be submitted in separate sealed envelopes. Each schedule must be clearly demarcated, indexed and all pages numbered.

• 5. Disqualification of Bids

Bidders shall be disqualified if they fail to:

• comply with paragraphs 4 (Instructions for

submitting a proposal) and 5 (Response Format) above of the Main Bid Document;

• Bidder submitted incomplete information and

documentation essential for the adjudication of the requirements of this RFB;

• Bidder who submitted information that is

fraudulent, factually untrue or inaccurate, for example memberships that do not exist, B- BBEE credentials, experience, etc.;

• Bidder who failed to submit a signed bid

declaration and signed SBDs;

• Bidders who do not comply with any other

mandatory requirements stipulated in this RFQ;

• Tender submitted after the closing date and

time.
