Field Team Workers To minimize risk to the safety of our workforce and families we serve, MDHHS has identified Field Team Workers throughout the state. These teams are made up of volunteer CPS staff who are responsible for making all necessary face to face contacts with families to ensure the safety and well-being of children reported to be at risk and to ensure the on-going safety of those youth already in our care. The field team workers have been trained and provided with the PPEs (personal protective gear) recommended by the CDC, to be utilized in situations where there are concerns for possible COVID-19 exposure.

Implemented statewide March 30, 2020 All FTW are eligible for COVID-19 hazard pay of $750 per pay period. FTWs are exempt from the Family First Coronavirus Response Act. 344 FTWs identified statewide (20% of statewide CPS staff) 108 FTWs in urban counties (16% urban CPS staff) Since implementation, 4,086 successful contacts have been made. March 30th to April 22nd 3,038 CPS investigations assigned and of those 2,829 had a face to face contact. The remaining cases contacts were through alternate measures. FTWs also completed 984 contacts on ongoing CPS, 174 contacts on foster care cases and completed 198 placement requests Unless immediate child safety is a concern, all face to face contacts must be pre- scheduled whenever possible.

Immediate Reunification Efforts

  • Assess the barriers to reunification.
  • Determine the services needed to safely return the child home.
  • Utilize remote services if available.
  • Continue to ensure parents and children maintain as much connection as
  • possible. Contact via telephone or video conferencing should be occurring more

frequently than face-to-face visits. Foster care caseworkers must use this time to complete a comprehensive review of every case on their caseload and determine whether children can be returned immediately where children will not face a substantial risk
