District Eagle Board of Review Dress Policy: “It is preferred a Scout be in full field uniform for any board of review. He should wear as much of it as he owns, and it should be as correct as possible, with the badges worn properly. It may be the uniform as the members of his troop, team, crew, or ship wear it. If wearing all or part of the uniform is impractical for whatever reason, the candidate should be clean and neat in his appearance and dressed appropriately, according to his means, for the milestone marked by the occasion. Regardless of unit, district, or council expectations or rules, boards of review shall not reject candidates solely for reasons related to uniforming or attire, as long as they are dressed to the above description. Candidates shall not be required to purchase uniforming or clothing such as coats and ties to participate in a board of review.” [GTA 8.0.0.4]

Scout has option of completing with a computer, using Adobe Reader (free) OR Scout can also complete by hand, using only a black or blue ink pen Scouting cannot dictate which method must used, however we can require that all supplied data be legible. - Make the resulting ESSP workbook very large in file size
- Photos are very small and hard to view, even more so, if printed in black/white
- Increase the number of pages for the Proposal document
We ask that Scout keep original project proposal approval signatures and bring them with their completed original workbook to the District proposal review. Any proposals recipients that are WCPSS (Wake County Schools) must have signature of the school head Principal. Only exception, Principal must provide an authorization of their proxy, via note in the margin of the ESSP workbook. An assistant Principal, is not sufficient.

works with different kinds of people: those younger than he is, youth who are

Instructions for Preparing Your Proposal
Meeting the Five Tests of an Acceptable Eagle Scout Service Project
Your proposal must be prepared first. It is an overview, but also the beginnings of planning. It must show your unit leader, unit committee, and council or district that your project can meet the following tests. 1. It provides sufficient opportunity to meet the Eagle Scout service project requirement. You must show that planning, development, and leadership will take place; and how the three factors will benefit a religious institution, a school, or your community. 2. It appears to be feasible. You must show the project is realistic for you to carry out. 3. Safety issues will be addressed. You must show you have an understanding of what must be done to guard against injury, and what will be done if someone gets hurt. 4. Action steps for further detailed planning are included. You must make a list of the key steps you will take to make sure your plan will have enough details so it can be carried out successfully. 5. You are on the right track with a reasonable chance for a positive experience. When completing your proposal you only need enough detail to show a reviewer that you can meet the tests above. If showing that you meet the tests requires a lengthy and complicated proposal, your project might be more complex than
- necessary. Remember, the proposal is only the beginnings of planning. Most of your planning will come with the next step,
preparation of your project plan. If your project does not require materials or supplies, etc., simply mark those spaces “not applicable.” As a reminder, do not begin any work, or raise any money, or obtain any materials, until your project proposal has been approved. Consider also, that if you submit your proposal too close to your 18th birthday, it may not be approved in time to finish planning and executing the project.
Working with Your Project Beneficiary
On the last two pages of this workbook there is an information sheet called, “Navigating the Eagle Scout Service Project.” This is for you to print and give to the religious institution, school, or community that will benefit from your efforts. You should do this as part of your first meeting with your beneficiary and use the sheet to help explain how the Eagle Scout service project works. Be sure to read it carefully so you can explain what it says. “Navigating the Eagle Scout Service Project” will help you communicate a number of things to your beneficiary. For example, it provides thanks and congratulations for accepting the project; and it gives some background, discusses the requirements, and points out the responsibilities connected with approving your project proposal. It also explains that the beneficiary has the right to review, and also to require changes in your project plan. Again, be sure to read carefully “Navigating the Eagle Scout Service Project” so you will have a full understanding of the role of your beneficiary.
Next Step: Your Project Plan
Once your proposal is approved, you are strongly encouraged to prepare your project plan using the form in this
- workbook. Doing so increases the likelihood your project will be approved at your Eagle Scout board of review. As you
begin preparing it, you should meet with a project coach. Check with the person who handled the approval of your project proposal to learn how coaches are designated in your community. Your designated coach can help you avoid the common pitfalls associated with Eagle Scout service projects and be a big part of your success. You may also want to talk to your unit leader. There may be adults in your troop who are experts in conducting the kind of project you are planning. It's ok for you to work with them as well. The more coaching you get, the better your results will be.

Giving Leadership
Approximately how many people will be needed to help on your project? Where will you recruit them (unit members, friends, neighbors, family, others)? Explain: What do you think will be most difficult about leading them?
Materials
Materials are things that become part of the finished project, such as lumber, nails, and paint.
What types of materials, if any, will you need? You do not need a detailed list or exact quantities, but you must show you have a reasonable idea of what is required. For example, for lumber, include basic dimensions such as 2 x 4 or 4 x 4.
Supplies
Supplies are things you use up, such as food and refreshments, gasoline, masking tape, tarps, safety supplies, and garbage bags.
What kinds of supplies, if any, will you need? You do not need a detailed list or exact quantities, but you must show you have a reasonable idea of what is required. Please use objective descriptions. Example: I plan to lead the construction of three picnic tables. This area is to describe WHAT is being proposed, not WHY. Because uncompressed photos will embed into the workbook and cause it to grow HUGE in filesize, we suggest Scouts consider putting photos into a word processing document, two per page with
- captions. Save that document as PDF and submit
along with their proposal. Additionally, photos here become "postage stamps", small, hard to see, especially if converted to black/white when printed. We suggest, "Within XX weeks of receiving District approval" We suggest, "Withing XX days or XX weeks of starting" "Most", from the list of difficulties, which ONE of them will be the MOST difficult? Only need to list one, the MOST difficult. Only list things that become part of the finished project. Only list things are plan to be used up, then disposed, but do not become part of the finished project. Add hydration needs for volunteers (optionally feed volunteers) Unless the candidate plans for lots of injuries, the First Aid kit, should not be listed as a Supply. This is the area for WHY the proposed project will have benefit and impact for the recipient. No need to restate WHAT is being proposed. Eagle projects are official unit activities. Unit calendars should be consulted in planning work days. 2-deep leadership required At least one registered Scout leader and one adult at least 18 years old, should be included. Eagle projects are "Scouting events" and subject to the same 2-deep leadership requirements.

Tools
Include tools, and also equipment, that will be borrowed, rented, or purchased.
What tools or equipment, if any, will you need? You do not need a detailed list, but you must show you have a reasonable idea of what is required.

Items that don’t fit the above categories; for example, parking or postage, or services such as printing or pouring concrete, etc.

Permits and Permissions
Note that property owners should obtain and pay for permits.
Will permissions or permits (such as building permits) be required for your project? Who will obtain them? How long will it take?
Preliminary Cost Estimate
You do not need exact costs yet. Reviewers will just want to see if you can reasonably expect to raise enough money to cover an initial estimate of
- expenses. Include the value of donated material, supplies, tools, and other items. It is not necessary to include the value of tools or other items that will
be loaned at no cost. Note that if your project requires a fundraising application, you do not need to submit it with your proposal. Enter estimated (Include sales tax expenses below: if applicable)

Project Phases
Think of your project in terms of phases, and list what they might be. The first may be to prepare your project plan. Other phases might include fundraising, preparation, execution, and reporting. You may have as many phases as you want, but it is not necessary to become overly complicated; brief, one line descriptions are sufficient. 1. 2. 3. 4. 5. 6. 7. 8. How Project Proposals will be evaluated (Procedure)
- Upon receipt, the DEBOR Chair and/or the District Advancement Chair will pre-
review each proposal submitted by the monthly deadline
- Review findings and advice are emailed by the reviewer to ONLY the listed Unit
Leader and listed Eagle Coach. If the Coach is blank, or identical to the Unit Leader, we copy the Unit Committee Chair. Contact emails, should be verified accurate, every time, when approving every proposal.
- Review status (receipt of proposal and review summary) are posted on the
District Eagle review webpage. Units should always check there before reaching out to DEBOR for status.
- Units confirm receipt of findings and advice immediately on receipt.
- Units follow-up to DEBOR, once Scout has remediated his findings, and the unit
has personally viewed the changes are made and accurate.

How Project Proposals will be evaluated (Method) Because our District is the largest and generates many Proposals monthly, we use the “Pre-review and Advise” method. Granted, an initial face-to-face interview might clear up some findings immediately However, we use this method for the purposes of consistency in reviews, and ability to give the Scout an opportunity to resolve minor issues. This almost guarantees their first proposal review will be successful, and they will have a positive experience. It also allows the DEBOR the efficiency of shorter proposal reviews, with fewer trained staff requirements. We look for certain elements considered mandatory for all proposals. Safety is an area we are required to insist on specific elements. Scouts are encouraged to copy Safety elements, as applicable, from the Guidelines

The Eagle candidate is on the right track with a reasonable chance for a positive experience ALL five must be met to expect District approval. These are the National requirements, allowing us to maintain consistent review and approvals.

Eagle Scout Service Project Plan There is no Unit or District approval of the Project Plan. However this “Plan” is his evidence at his final review, that “planning and development” took place. The Project Recipient has full approval and the right to deny project work if this Plan is not found acceptable. Project Plan is an important tool, and the Unit and the District have a responsibility to strongly encourage the Scout use it for guidance and planning. Scout should track and record all time spend completing this section for use later.

Eagle Scout Service Project Report Scout is required to fully complete the Project Report and include it as part of this Final Eagle Package. All previous planning hours by the candidate + work hours during the project become the total hours spent by candidate, in this section. Volunteer workers of each type are also reported and totaled. A grand totals of hours are listed and copied over to the ESRA (Eagle Scout Rank Application) and Project Registration on EagleRefs™. The Eagle BoR will discuss this section with the candidate.

Eagle Scout Service Project (ESSP) Workbook: [GTA 9.0.2.8] BSA National is asking all Councils to ensure that Scouts are correctly tracking and reporting all their hours. Please coach your Scouts to track all time, BEGINNING from the time they start considering, planning, and writing up their proposal. Planning hours will be needed as part of the candidate’s Final Report. There is a reason the Scout has to sign that he read the entire ESSP workbook. Final Projects hours are being checked at District and at Council. Suspect low hours will result in extra time to approve final packet for Eagle review. This is still a common concern, please do not approve ESSP workbook or allow submission with this out of compliance.

Eagle Scout Service Project Report Photos of the workday(s) and the final result, would be most helpful in helping the Eagle BoR in visualizing the results and impact of the project, for the recipient. The ESSP workbook allows Scouts to insert photos in the workbook. However this can make the workbook very large in size. Best practices recommend they instead, put four to six photos in a word processing document, with captions. Submit a printed copy of these photo pages with the Final Packet.

Goal is to have the entire Final Package to the Council Office before the Scout’s 18th birthday. The only real requirement is that all Eagle requirements be completed before 18th birthday. Paperwork and reference letters may be received after 18th birthday, but there are limits.

Eagle Scout Requirement Four: Position(s) of Responsibility While a Life Scout, serve actively in your unit for six months in one or more of the following positions of responsibility (POR). Valid POR are listed in the Boy Scout Requirement book and on the 2nd page of the
- ESRA. Select from any listed POR, from any current registration unit type. It is
legal to serve partial months in a Boy Scout troop and then use time from a Venturing crew (as one example). The candidate must have (or had) active registration(s) during the date span they list for these position(s) of responsibility. Common Error: Listing start date of a valid POR, BEFORE the Life BoR date. [Switch to ESRA view as demo, time permitting]

Eagle Scout Requirement Six: Unit Leader conference While a Life Scout, participate in a Unit Leader conference [GTA 4.2.3.5]
- Note that a Scout must participate or take part in one; it is not a “test.”
- There is no “pass” or “fail”, just participate with the unit leader.
- Does not have to occur after all other requirements are completed, just happen
after the Life board of review date.
- Unit leader conferences are meant to be face-to-face, personal experiences
- They should not be done via online methods (i.e.: Skype/Webex) where lack of
privacy may influence a Scout’s comments.
- Unit leader may not deny a Scout his UL conference. Scouts may request an
Eagle BoR, if the UL does not allow this meeting. See: “Eagle Scout Board of Review Under Disputed Circumstances” [GTA 8.0.3.2]

- Full legal name, within 30 total characters including spaces/some punctuation
- Use date block of the type unit rank is being earned (primary registration)
- Unit Leader and Committee Chair never sign until the candidate has signed
- Ensure Ambitions and Life Purpose + bulleted Leadership list is reviewed
- Council only needs pages 1 and 2 of this 3 part form.
- Form must be completed online via Adobe Reader or via blue or black pen, no
pencils including signature are allowed.
- If completed by hand, it must be legible in every respect, including Req 2.
