MAR-ICE Network

  • 3-parties: Cefic, Cedre, and EMSA
  • Cedre acts as the MAR-ICE Contact Point
  • Cefic manages the ICE-Database (contacts with chemical industry)
  • EMSA initiated, finances, evaluates & coordinates the service
  • Requesting parties: 27 EU MS, NOR/ICE, EU Candidate countries, EMSA

Service: Expert information and advice for ship sourced chemical incidents (spills or threats thereof) from a Network of marine pollution response and chemical experts

MAR-ICE Network: Activations to date

17 Activations 2009 – 2014 (Jan):

v 6 real incidents (Ireland, Sweden, Norway, Spain, 2x Belgium) v 11 notification exercises/drills (3x Ireland, 2x France, Turkey, Latvia, UK, Finland, 2x Spain) v ~ 3 activations /year

Service provided:

Ø MSDS & other product-relevant documentation (as of Feb 2014 also MAR-CIS datasheets) Ø Risk assessment reports Ø 3-D chemical model results Ø Information and advice from knowledgeable chemical company / manufacturer

MAR-ICE Network Evaluation

q Two formal evaluations to date (April 2011, September 2013) q Positive feedback from Network’s users, in particular regarding:

  • Expert information and advice provided
  • Promptness of reply
  • Reliable initial source of information to assist in incident response

(complementing other more detailed information sources where available)

q Suggestions from users for improvement of service /activation procedures continuously incorporated q Cefic, Cedre and EMSA to continue with the Network beyond 2014 q MAR-ICE Network Evaluation reports are public v EMSA HNS-workshop planned in 2014

 Relevant & concise information for emergency responders at-sea  Key questions arising during an HNS incident:

− What is the substance’s behaviour (chem./phys. properties)?

Fume hazards, contact with air, water; reaction with other substances…

− What are the existing safeguards

  • n board of the ship?

Ship building requirements, IMDG code, packaging requirements…

− How to control the situation?

Response measures in case of leakage to water, on deck or in coffined spaces…

− What precautions are needed to approach the incident area?

PPE, Monitoring/detection equipment, danger zones, exposure safety limits

− How will the substance spread/ dissolve in seawater?

Outcome of MS’s Consultation (2013):

− 17 replies from CTG MPPR − Positive result (average feedback 4.2, scale 1 to 5) − Feedback/comments received to be included in future developments

Project status:

  • Ongoing project (final year)
  • 133 datasheets, 26 of which include info on

seawater solubility determined in lab

  • IMO, Cefic involved in reviewing process

Next steps:

  • As of Feb. 2014, datasheets to be distributed

via MAR-ICE Network (if available)

  • Final tool (189 datasheets) to be distributed

to Member States in 2015

CTG MPPR & Inter-Secretariat meetings

q 10th Inter-Secretariat meeting: 27 February 2014, Helsinki

  • Host: HELCOM Secretariat
  • Copenhagen Agreement also attending for the first time

q 8th CTG MPPR meeting (2013):

  • Rules of Procedure amended to include to also include marine

pollution caused by offshore oil and gas installations in CTG objectives

  • 4 projects ongoing
  • 1. Training on Marine Pollution Surveillance – Operational Aspects
  • 2. Technical Correspondence Group on Dispersants (TCG Dispersants)
  • 3. Claims Management and Cost Recovery (Guidelines)
  • 4. Workshop on new MPPR technology (tbc)

  • Collective dissemination of relevant information on new MPPR technologies,

  • Objective: Exchange of information on new MPPR technologies
  • Feedback on agenda items still expected from MSs
