1.

Ensure DBEs are made aware of contracting opportunities to the fullest extent practicable through outreach and recruitment activities. For Indian Tribal, State, and Local Government recipients, this will include placing DBEs on solicitation lists and soliciting them whenever they are potential sources.

2.

Make information on forthcoming opportunities available to DBEs, arrange time frames for contracts, and establish delivery schedules, where the requirements permit, in a way that encourages and facilitates participation by DBEs in the competitive process. This includes, whenever possible, posting solicitations for bids or proposals for a minimum of 30 calendar days before the bid or proposal closing date.

3.

Consider in the contracting process whether firms competing for large contracts could subcontract with DBEs. For Indian Tribal, State, and Local Government recipients, this will include dividing total requirements when economically feasible into smaller tasks or quantities to permit maximum participation by DBEs in the competitive process.

4.

Encourage contracting with a consortium of DBEs when a contract is too large for one of these firms to handle individually.

SmartBidNet (SBN) is a web based program and database that Kiewit uses for its XBE solicitation. In SBN we can set up a project, select the scope of work for the project and then invite our subs. SBN will automatically invite the subs whose Trade Codes, certifications, and location match the parameters we put into the project. Each sub will receive an email or a fax letting them know about the project and throughout the bid process we can communicate with all the subs through SBN to make our Good Faith Effort easier to track and provide.

Currently, subs have the ability to log on and make changes to some items on their profile like contact information and certifications. Subs only have access to projects that meet their scope of work.

We require that all subs have the following information.

An appropriate company group.

Under CM/GC contract to our joint clients (the Tualatin Valley Water District and the City of Hillsboro), Kiewit is developing preliminary pricing for the Raw Water Facilities Pump Station Expansion Project on the Willamette River in Wilsonville - just south of Portland, Oregon. Correspondingly, we are reaching out to select specialty subcontractors to develop preliminary pricing and schedule (duration) insight based on the current 90% design plans & specifications. We will reach

  • ut a final time for firm, competitive pricing on the 100% design shortly after Thanksgiving. Providing

preliminary pricing on this 90% design assures a shortlist invitation to participate in the firm, competitive pricing of the 100% design. Please provide your preliminary pricing for the work description by October 4th, 2019.
