Producing and consuming sustainably is central to sustainable, circular and inclusive economies, addressing resource scarcity concerns, environmental impacts, and pollution while reducing economic and social costs associated with those impacts.

10YFP programmes serve as open, inclusive and collaborative platforms and accelerators: ideas, expertise, and resources to deliver SCP on an operational, concrete, and increasing scale at regional and national levels.

existing initiatives and partners, leveraging resources towards common objectives;

  • Scaling up and replicating successful policies and best

practices for SCP, responding to national and regional needs, priorities and circumstances;

National overarching policies with SCP objectives in the world

Monitoring national SCP policies

  • Virtually all national governments now recognise SCP as a policy objective: SCP

is no longer seen as a niche but increasingly recognised as a cornerstone of environmental and development strategies.

  • Many governments take a broad view on SCP and use it as an overarching

approach, including to fight poverty, create jobs, and protect livelihoods.

  • Ministries of Environment most often have the lead, but there is a high level of

involvement of other ministries

  • Institutional challenges that governments are facing:
  • Leadership – where the responsibility for SCP strategy making and coordination should

be placed within the government

  • Mainstreaming and coherence – how policies of various ministries with diverse or

conflicting mandates can be aligned with SCP objectives

  • Focus areas and policy entry-points – what economic sectors, specific issues, and

actor groups can help engage with complex systems of consumption and production
