Brief history:
In 2010/11 Anne Alkema and I worked to create a consortium of employers to access ELWLN funding in a small rural town. We were ahead of our time BUT I was ready when the opportunity arose!
What is a consortia?
It is a team that:
v
enables an increase in
v
productivity
v
compliance
v
and capability, both for business and student
v
improves morale in the workplace
v
adds to economic development in the local district
Who makes up a consortia?
A group of two or more employers who:
v contribute to creating a group of 20 + employees who would benefit from
improving their literacy, numeracy or basic digital skills
v work with a qualified provider, or in-house tutor, to give 40 hours of tuition for
those employees within a 12 month period
v has a lead employer that v submits the contract, v holds the funds and v is responsible for the reporting to TEC – this can be subcontracted to the
provider.
What worked for Literacy North Otago (LNO)?
v
Networks – membership of community and business networks: chamber of commerce, economic development, local community collaboration groups
v
Relationships – communication with workplaces and individuals in the community
v
Previous success – LNO had a history of positive outcomes with workplaces through other funds
v
Champions – those employers and students were/are prepared to speak on our behalf to their peers
v
A team of qualified and dedicated tutors – TEC requires all tutors in this sector to be adequately qualified, NCALNE (Voc) or (Ed). Literacy Aotearoa tutors are already trained to level 5 with the in house training, stepping up was relatively easy.

Listening – what are the problems that workplaces want to solve?
v
Change in compliance demands – Workplace Health and Safety Act.
v

criteria yourself, that will become the lead business. Who might that be?
