Intended Beneficiaries for E-Government (EG) Programs • EG programs categorized by direct beneficiaries: G2C (citizen), G2F (foreigners/visitors) G2B (business), G2N (nonprofit organizations), G2G/G2E (government/employee), G2D (disadvantaged/disabled) • The maturity of G2D/G2N programs toward individuals/groups with special needs stands for the progress of EG in general, social inclusion ( e-inclusion ), and hence e-governance .

Access by everyone regardless of disability is an essential aspect. ” by Tim Berners -Lee, one of the pioneers of the World Wide Web • The regulation in practice concerning web accessibility • The case presented here summarizes the survey results particularly designed for people with visual disabilities (PVD)

  5. Taiwan wan E-Gove vernance rnance Research arch Center 2.1 Web Accessibility Web Accessibility Initiative (WAI) of the World Wide Web Consortium (W3C) developed Web Content Accessibility Guidelines (WCAG) 1.0 in 1995 and WCAG 2.0 in 2008. • Four levels of accredation: A, A+, AA, AAA

Taiwan wan E-Gove vernance rnance Research arch Center 2.2 Data Collection • The project for evaluating EG-PVD was conducted by TEG in 2010, sponsored by the Research, Development and Evaluation Commission (RDEC) of the central government. • The online-questionnaire to PVD, invited by three representative NPOs, received 504 valid responses, among 563 replied and 5,895 invited PVD. Key results are presented below . • Meanwhile, there was another survey collecting the opinions from public website managers. Request for the report is welcome .

Taiwan wan E-Gove vernance rnance Research arch Center Promotion for APEC Self-Funded Project by Chinese Taipei • Information Integration on Disaster Prevention & Relief in the Asia-Pacific Region Forum at APEC TEL 46 in Russia – The Forum is tentatively set half-day long and expected to achieve the goals of sharing experiences (Japan, New Zealand, Thailand, and etc.) of disasters prevention and information integration, and also providing policy references to all APEC economies. – Chinese Taipei has conducted the project “Deployment of Disaster Information Distribution System and Service Model based on the NGO Exemplar Platform” since APEC TEL 41 and presented the project conclusion in TEL 44 in September 2011.
