UHS Fundamental Premises
- Every player will;

provide reasonable evidence of his ability
- Report all performances in Non-Qualifying golf.
UHS Fundamental Premises
Every Golf Club or Handicapping Authority will:
- run stroke play competitions as Qualifying
Competitions
- calculate a CSS
- make all handicap adjustments strictly in
accordance with the system
CONGU UHS 2016-2019 including Rules of Golf 2019
Principal Changes 1. Preferred Lie period – now from 1st November to 30th April inclusive. 2. 9 hole competitions – SSS = 36 pts No CSS 3. Initial handicap scores – to be entered on computer 4. Maximum score per hole –players score adjusted to maximum where either no score or any score above the max. In handicap competition apply handicap strokes to score entered for each hole. 5. Clean and Replace Ball in the General Area – Local Rule if published allowed
Handicap Committee
It is a requirement of CONGU that the Handicap Committee is comprised of a minimum of three persons, the majority of whom must be Members (Clause 7, page 26 blue box) Members need not be current members of the Club Committee. Continuity is important so that the required knowledge

Home Club (Clause 8.2(a), Page 27)
- For Handicapping purposes, if you become/are a member of more
than one club you must nominate one as your “Home” club.
- In Ireland, your Home club must be the one which you compete most
frequently in qualifying Competitions.
- You must have only one handicap which must be administered by
your Home club.
To Obtain a Handicap
- A Total of (54 holes) must be played at the player’s Home Club & the cards
must be marked and signed by a member (with a CONGU handicap) of that Club (See Clause 16, Page 38/39)
- Can be a combination of 9 or 18 hole rounds in six months.
- See formula to calculate initial handicap allocation (IHA)
- These are the conditions as set by an organising committee
for a particular competition
- Available and on clear display
Terms of Competition for Qualifying Competitions
Preferred Lies Clause 15 p35
- Applicable in Qualifying Competitions during defined period (November
to April)
- Outside that period, qualifying play conditions can apply only if the
consent of the Area Authority is granted
- Preferred Lies applies to closely mown areas cut to fairway height
- r less in the general area
- Local rule adopted and displayed and should be withdrawn as soon as
conditions allow
- Declare all Bunkers out of play? - NO
(max 50% if more than 50% competition non-qualifying)

Relief for Embedded Ball
- Relief is allowed for embedded ball in the General Area
except, when the ball in embedded in sand in a part of the General Area that is not cut to fairway height or less (Rule 16.3)
Competition Scratch Score
- In the event of one round of a Qualifying Comp.
extending over more than one day, a separate CSS must be calculated for each day (Clause 18.2, Page 43)
- In the event of a competition being played over a number
- f days, a player may practice on the course after
completing his round for that day unless prohibited by the terms of competition

Net Double Bogey
- In Stroke Play Qualifying Comps at Home or Away whether
- r not all 18 Holes have been completed, a player’s card

Reporting Scores (scores returned through CDH)
Open Competitions: Qualifying
- Players must return their Away Scores in Qualifying
Competitions.
- Scores returned through the CDH may constitute ‘reporting’
the score but the responsibility still rests with the player. Clause 4.5b, page 23, Cl. 8.12 Page 28 & clause 23.7 page 55

Non qualifying Scores
- Single scores to count for
immediate consideration/action
- Competition Play Terms must exist over a measured course.
- Players responsibility to return all qualifying and non qualifying
scores to Home club.
- Home Club must deal with player who fails to return such scores
in a timely manner.

Reporting Scores (Non Qualifying Scores)
4 Balls, Scrambles, Classics, Society
- Direction from Union- it is Mandatory to report NQ scores
for consideration for General Play Adjustment (Exception –
- Cat. 1 players)
- This GPR adjustment can not take effect until the player is
notified personally (agreed method), Clause 23.5 pg 53 Consult Appendix M pg 90 for guidance on General Play Adjustments
Reporting Scores (All Forms )
- Players who fail to comply with their obligations may be
dealt with under Clause 24.1 Page 59
- All other forms of golf – Classics,4-ball,
are for consideration as “notable performances”.
Continuous /Annual Reviews
- Software will “Flag” 7 consecutive .1’s
- H’cap Committee review –
- Declining Ability – Age/Health – not a dip in form!
- Recommend the Continuous Review Increase (CRI) to Area
Authority
- Not confined to calendar year
- An Annual Review must be carried out each year for all members
before the end of November. Any subsequent alterations must be uploaded to the CDH before 31st December

- (a) Exact H’cap of a Cat. 1 player should be reduced
- (b) Exact H’cap of a Cat. 2 player should be reduced to Cat. 1

Maximum Increase
- 1.0 stroke above the lowest exact handicap achieved in that

It is not limited to 10 x .1 - A player can move up or down in handicap but no more than one full stroke above his lowest handicap in current year.
- To facilitate the transfer of data for a member, who leaves one
club to join another, club can request same from info@munster.gui.ie quoting both old and new GOLFnet numbers
Exceptional Scoring Reduction ESR
- A programme to track between two exceptional scores in a
calendar year, set at a Nett Differential of -4 or below.
- Ireland directs that it must be applied.

NOTICE
Players who persistently submit Incomplete cards, or make “No Returns” without just cause will have their Handicaps reviewed under Clause 23 and/or 24.
Note 1(c) to Clause 7.8 on page 27 Players with 3 or more NR’s will be flagged in the AHR for review.
Score Cards/Handicap Records
- Retain handicap records, in electronic or hard copy for all
members , past & present for not less that the current year & previous two calendar years.
- Retain scorecards until the end of the current year.

Handicap Allowances
- Handicap Allowances for different formats of play as set out
in (Appendix F, Page 77) are mandatory as per the Golfing Union of Ireland.

Handicap Appeal Procedure
- When a member’s handicap is reduced by the Handicap
Committee under Clause 23 (A) pg 53-55 AHR
- r 23 (b) pg 55-58 General Play Adjustment,
he is entitled to request the reasons for the adjustment and has a right to meet with or appeal in writing to:
- 1. Handicap Committee
- 2. Appeal Committee appointed by Club
- 3. Area Authority
in that order.
Just Sport Ireland is suggested as final arbitrator. (Fees apply)
Handicap Appeal Procedure
- No member of the handicap sub-committee involved in original decision
should be involved with the appeal process
- If the member is dissatisfied with the appeal committee decision, he
may appeal to the Hon. Sec. Munster Branch who will establish a sub- committee to hear the appeal. The decision of this sub-committee is final
- Similar procedures for Handicap Suspension Appeal
- Handicap reduction remains pending Appeal
- Suspension is lifted pending Appeal.
