#7A Pacific Flyway Final MSR/SOI
The Pacific Flyway Center (PFC) is a major interpretive and educational facility that will introduce the public to the wonders of the Flyway and inspire wildlife conservation and land stewardship. Inspired in part by the Wildfowl and Wetlands Trust in the United Kingdom, the Pacific Flyway Center will restore wetlands and make them accessible to the visiting public.

corrected to remove mileage reference;
- 2. 124- acre “Walk in the
Marsh”. Geotechnical report and seismic mitigation measures, and;
- 3. Fire services Initial
Study findings; annexation to City; proximity of stations.
Fire Service Comment
- Lead agency reports that “The project does not cross any established City of
Fairfield threshold which would require and increase in personnel for fire or police services”
- Initial Study determined that wit current staffing levels and existing
agreements, the Department will be adequately prepared to respond to and administer emergency fire and ems.
- Lead agency advises that there were no adverse responses or concerns
from either the District or the Department from several notices.

- 1. ADOPT Final Focused Municipal Service Review and Sphere
- f Influence Amendment and Update document;
- 2. ADOPT LAFCO Resolution #18-07 adopting the City of
Fairfield’s Municipal Service Review for LAFCO Project #2018-04; and,
- 3. ADOPT LAFCO Resolution #18-08 amending and partially
updating the sphere of influence of the City of Fairfield.

- LAFCO deadline for determining if application
complete (currently incomplete) December 29 Based on the completed application, LAFCO finalizes the preparation of resolutions and begins noticing process. Dependent on complete application
