not refunded or recovered from another party (e.g., through a lease arrangement). Also do not include any fuels that were exempted from carbon tax (for more information on exemptions see the Carbon Tax Act and its Regulations)

Operations Manager Regional District of Mount Waddington 2044 McNeill, Box 729 Port McNeill, V0N 2R0 Subject: 7 Mile Landfill 2014 LFG and GHG Emissions Tracking Update Dear Mr. Donaghy In response to a request by the Regional District of Mount Waddington (RDMW) Operations Manager Mr. Patrick Donaghy, Sperling Hansen Associates (SHA) updated the Landfill Gas (LFG) generation estimates for the 7 Mile landfill. This assessment is conducted based on the latest waste tonnages deposited at this site until end of 2013. A full lifespan LFG generation estimated will be included in the annual report. Furthermore, we updated the analyses for the greenhouse gas (GHG) emission reductions, achieved through implementation of biocover system at Phases 1 and 2 of the 7 Mile Landfill. Basic Information and Assumptions: Similar to our previous report, “7 Mile Landfill Phase 1 & 2 GHG Emissions Tracking”, submitted on August 18, 2013, we used the BC Ministry of Environment (MOE) LFG generation Modeling Tool to estimate the LFG/methane generation at this site. The actual waste tonnages deposited at the 7Mile landfill were used in the LFG generation modeling, along with the assumption that no further organic diversion has been implemented since the previous

  • assessment. We also used a similar methane oxidation level (i.e. 75%) that was concluded in the

abovementioned report for the previously installed biocover on the completed phases of the

  • landfill. Based on our latest survey conducted on February 11, 2014, about 15% of the total area
  • f completed phases (Phases 1 & 2) is covered with biocover. Furthermore, we considered in the

analyses that Phase 3 has not received any biocover, therefore, there is no additional GHG emission reduction achieved at this phase.

LFG/Methane Generation Estimates: Based on the BC MOE tool, the current methane generation at the 7 Mile Landfill is about 404 tonnes of methane per year equivalent to about 8,500 tonnes CO2-e/year GHG emission. Approximately, 80% of this value is expected to generate from old phases of the landfill and the rest from Phase 3 of the landfill. Figure 1 illustrates methane generation rates from the 7 Mile Landfill for the waste deposited until end of 2013. Figure 1 – Methane Generation Rate at the 7 Mile Landfill GHG Emission Reduction Estimates: The total GHG emission reduction achieved through biological oxidation of methane at the 7Mile landfill includes “baseline” reductions and “additional” reductions. The baseline reduction is the 10% methane oxidation that naturally occurs when methane travels through the cover soil placed at the top of the completed phases. The additional emission reductions are achieved through application of an engineered biocover in top of the interim cover. The current analyses showed that from the 400 tonnes of methane (equivalent to 8,500 tonnes CO2-e) estimated to generate from the 7 Mile landfill in 2014, about 72 tonnes of methane will

be oxidized at the cover soil as well as the implemented biocover. This amount of methane

  • xidation is equivalent to approximately 1,500 tonnes CO2-e/year which includes about 850

tonnes CO2-e/year baseline GHG emission reduction and 670 tonnes CO2-e/year of “additional” GHG emission reduction. As previously mentioned, the additional GHG emission reduction is achieved through methane oxidation that occurs as a result of implementation of the fabricated biocover on 15% of the footprint area of the completed phases (i.e. Phase 1 and Phase 2). Table 1 and Figure 2 below show the summary of the results for 2014 and methane generation and

  • xidation levels in the coming years, respectively.

The full results of the LFG generation, methane oxidation, and the baseline and additional GHG emission reduction for the 7 Mile Landfill are presented in the attached Table 2. As mentioned previously, these results do not include the future waste deposition activities. A full lifespan LFG generation modeling update will be included in the upcoming annual report.
