Main n Tasks ks of the Commissi mission on - develop and run unified public policy on protection of population from emergencies and their coverage area; - implement unified public policy on improving resilience of facilities of the Tajik economy during emergencies; - define main areas for improvement and further development of the unified system; - Coordinate the activities of emergency commissions of subsectors in development of draft legal and regulatory documents on protection of population from emergencies and their coverage areas, - Coordinate the activities of Tajik institutions implementing activities on protection of population from emergencies and their coverage territories through financing from international organizations, loans and public budget; - Assist the emergency commissions of the subsectors within the unified system while implementing activities on elimination of consequences of emergencies.

Main n Tasks ks of the Nation ional al Platform atform - develop proposals and recommendations on establishment and coordination of activities on natural disaster risk reduction and manmade accidents as well as human and socio-economic losses; - coordinate, analyse and arrange consultations on disaster risk reduction priorities requiring national level coordination; - ensure coordination and operation of working groups by taking into account the knowledge, experience and views of stakeholders on natural disaster risk reduction; - ensure monitoring of implementation of programs, projects, recommendations and other documents and address the issues related to natural disaster risk reduction; - cooperate and coordinate the operation of regional, international, donor and specialized organizations on natural disaster risk reduction; - study and replicate the best practices on the process of disaster management, coordinate the cooperation between the ministries and agencies of the country on these issues within the commitments of the Republic of Tajikistan based on relevant agreements and treaties; - develop and coordinate programs and unified methodologies on natural disaster risk assessment .
Th The Com Commit mittee tee imp mplement lements the he follow following ng in in the he defined defined areas eas of of its activities tivities: - implement public policy on civil defence, protection of population, economic facilities and territory of Tajikistan from natural and manmade disasters; - administer the protection of population, economic facilities and territory of Tajikistan from natural and manmade disasters; - coordinate the activities of central and local executive authorities, organizations and entities disregard of their organizational and legal form of management within the unified public system of Tajikistan on prevention and elimination of disasters; - arrange priority events, conduct accident management and rescue activities and undertake other immediate actions during disasters.
With a view to improving the operation of the Unified Public System on Prevention and Elimination of Disasters, strengthening physical infrastructure and capacity of emergency and civil defence authorities for protection of population and territory of the country from natural and manmade disasters, the Committee has developed and adopted a number of documents 1. “ Program on strengthening of the Committee for Emergency and Civil Defence under the Government of Tajikistan (2018-2022) ” 2. “ National Strategy of Tajikistan on Natural Disaster Risk Reduction ( 2018-2030) ”
Proposals on Knowledge Improvement - training course on the climate change, impact assessment, vulnerability and adoption of adaptation measures; - strengthening on impact and sustainable development; - monitoring of environment pollution and public health; - study and monitoring of glaciers, snow strata and risk of frozen lakes breakthrough; - monitoring and evaluation of water resources; - assessment of hydrometeorological hazards; - prevention and elimination of natural disasters; - monitoring and early warning.
