Projects Deadline for new project ideas: November 30, 2017 • Some projects have dropped out • Work groups will assist in gathering required project information from sponsors • Updated project information templates have been provided to the LPC. • Change to State funding allocation guidelines • Private/rehabilitation projects are no longer necessarily limited to 50% DRI funding. However, DRI funding cannot represent 100% of the total project cost. • Review project List Two-Way Main Street/Pocket Parks • Potential transformative public projects – several options to consider.

Public Open House #2 Cortland Elks Lodge (#748) 9 Groton Ave, Cortland, NY 13045 December 14, 2017 2-4 PM & 7-9 PM FOCUS: Identification and development of projects TOPICS: • DRI program overview • Community overview highlights • Revised vision • Draft goals and strategies • Eligible project types and timeframes • Detailed project presentations (project list will reflect public input and stakeholder outreach; clearly relate the projects to the downtown vision, goals, and strategies; and describe the public benefit)

Publicity for Public Open House #2 Assign Responsibility • Press Release • News Outlets including: Cortland Standard, Cortland Voice and Homer Voice (online), Cortland Tribune, What’s Hot, CladNetwork.com, Neverland News, Local Radio, NOIZE • Flyers posted throughout the City at City Hall, the library, local supermarket, local houses of worship, senior housing and local colleges • Bookmark Distribution (Cortland Downtown Partnership) • Newsblast to be distributed by LPC mailing lists and listserves

Goal: : Build a Complete Downtown Neighborhood which includes housing, retail shopping, job availability, access to everyday goods and services, and attractive public spaces for all demographics. Strategies: • Invest in downtown destinations for residents, workers, and visitors, and to attract businesses and new residents. • Create strong gateways, wayfinding and complete streets to strengthen connections between destinations and amenities and to make the Downtown inviting and accessible to all. • Enact the two-way Main Street conversion to allow for better and safer circulation in the Downtown especially for those not familiar with the City, and enhance access to Main Street businesses • Promote the adaptive reuse of underutilized buildings in the downtown for mixed use development including market rate housing. • Establish programs to grow and diversify businesses and downtown retail. • Create an identity that will appeal to current and future generations.

  10. Goal: Expand the arts, music, sports, tourism and recreation-based creative economy. Strategies: • Support and strengthen the local arts and culture community and attractions to develop projects with long-term viability. • Increase collaboration between downtown and local institutions. • Increase opportunities to attract innovative and/or culturally based businesses and grow the local property tax base. • Consider opportunities for creating artist live/work spaces. • Foster cultural venues, public events, sports events and recreational opportunities for residents and visitors of all ages.

  11. Goal: : Update infrastructure that integrates technology and sustainability to address 21 st Century needs. Strategies: • Encourage projects that improve the City’s environmental impact. • Provide and plan for a technologically-advanced downtown. • Encourage energy generation from renewable resources.

Outreach Effort LPC will man a table at CRT – dates and times will be posted on website LPC/Planning Team Presence at community events • Small Business Saturday (Matthew Hidek manned booth on November 25 th ) • Pictures with Santa (December 3 rd - Kerby/Matthew to attend) • New Year’s Event (needs LPC volunteer) Focus groups – December 14 • 9 am – Business • 10:30 - Seniors Dedicated DRI Website is now live and posting all materials/accepting comments 24/7 (cortlanddri.com). It is linked to City and State sites.

Survey Survey Monkey link – 8 questions • Demographics, frequency in downtown • What would increase the number of times you visit downtown Cortland? • What would increase the likelihood of you living in downtown Cortland? • Comment about downtown’s sense of place • Comment about the general direction downtown Cortland is heading • How can Cortland best invest the DRI funding in the downtown • Distribution Responsibilities

  15. Next Steps Work Groups LPC members will continue to assist in gathering information for proposed projects from project sponsors. The information collected by the work groups will help the LPC to prioritize catalytic projects that present the strongest likelihood of jump-starting or continuing downtown revitalization and investment in the community • Private Investment (Buildings & Business) • Arts & Entertainment • Infrastructure • Major Infrastructure
