What is Restorative Gloucestershire? • A group of statutory, non statutory and voluntary sector partners • Aim of offering all who come into contact with the Criminal Justice System or who come into conflict in the community an opportunity to participate in a restorative intervention. • Funded by the OPCC • Governed and held accountable by the Restorative Gloucestershire partnership

Actions agreed: 2016/17 YJPB Objectives Youth Justice Plan 2016/17 “To undertake a review of the out of court disposal framework and the effectiveness of restorative justice practices” Police and Crime Plan 2017-2021 ( Young People Becoming Adults Delivery Plan) “To reduce the number of young people entering the criminal justice system as first time entrants [FTE] & reduce reoffending by young people by ensuring that decisions that are made by the Police about young people are fair and consistent and seek to divert young people from the CJS and ensure they receive the help they need to stop them re-offending, as quickly and efficiently as possible”

The Aim of Children First. • To divert children and young people away from the formal criminal justice system wherever possible and reduce unnecessary criminalisation particularly of vulnerable groups e.g. children in care, learning difficulties, mental health problems. • To encourage children and young people to take responsibility for their own actions and promote reintegration into their communities • To ensure children and young people are offered the right support in order to prevent further offending at the earliest opportunity • To make restorative Interventions the norm and default disposal for children and young people who offend. • To see the child first and offender second • To put the victim at the heart of the youth justice system

Youth Restorative Intervention. • Seeks compliance in non formal restorative disposal as direct alternative to criminal sanctions • Has restorative component and seeks to bring together victim and offender wherever possible. • Information gathering from range of sources to inform assessment and decision making • Partnership approach from the outset- YST, Restorative Gloucestershire, Gloucestershire Constabulary, OPCC, Victim Support, Youth Justice Partnership Board.

Surrey YRI Evaluation • 18% reduction in re-offending • 91% reduction in First Time Entrants - 5000 YP’s without a criminal record • 91% reduction in custodial sentences • 9% reduction in % of children in care offending • Reduction in numbers attending youth court - 62% drop in use of court orders • Reduction in youth crime • High level of victim satisfaction • Value for money £1.5 m saved by YSS per year re-invested in preventative services

How are we going to achieve this? • RJ, wherever practically possible, to replace the criminalising sanctions for children – youth cautions, youth conditional cautions, prosecution • RJ will become the standard, normal & default disposal for children who offend. • Early Identification of children in need of support and clear pathways for assessment and intervention. • Partnership approach to children and young people who offend
