The What

The Department received the authority through HB 18-1328 to expand the CHRP waiver to better serve these children.

Modifications will include:

  • Transfer of administration of the CHRP waiver from the CDHS to the

Department.

  • Removal of requirement that the child be in foster care.
  • Addition of two services to the waiver to mitigate the need for an out of home

placement and facilitate returns to the home once stabilized.

  • Transfer of case management from child welfare agencies to Case

Management Agencies (specifically Community Centered Boards-CCBs).

CHRP Waiver Administration

Colorado Department of Human Services

  • Served as the Operating Agency for the waiver until

July 1, 2019.

Department of Health Care Policy and Financing (HCPF)

  • Assumed direct administration of the waiver July 1,

2019.

  • The waiver administrator transferred to HCPF.
  • Waiver and rules currently being revised to reflect

this change.

Current

  • Children and youth ages birth (0) through twenty (20):
  • In the custody of the County Department of

Human/Social Services,

  • Eligible for developmental disability services through the

respective Community Centered Board

  • Eligible for SSI
  • Has extraordinary needs
  • Is residing in out-of-home care
  • Meets Intermediate Care Facility for Individuals with

Intellectual Disabilities (ICF/IID)(as defined in 42 CFR

§440.150)
