Suggested Pre-Mailing Preparation

  • Reach out to previous UOCAVA voters reminding

them to submit a new application for the 2020 cycle

  • Familiarize yourself with FVAP.org, especially the

form wizard

  • Make template letters for written and emailed

correspondence to UOCAVA voters requesting more information or clarification

Suggested Pre-Mailing Preparation

  • Have a system of organizing physical paperwork, including

treating FPCAs as registration forms as needed – Make a master copy per voter and track all elections – Make a copy per election per voter

  • Make sure processes and procedures are documented in

case of a personnel emergency; if the person or people responsible for UOCAVA can’t be at the office for an extended period, institutional knowledge is important.

UOCAVA Applications

  • Check all absentee ballot applications that

your office receives carefully for UOCAVA status.

  • Make sure all applications have a valid mailing

address, even if EBD is their preference – EBDs are only issued if a federal candidate is on the ballot.

application before any primary or primary runoff

– Reach out to the voter ASAP using all available mediums to clarify – Keep copies of your correspondence with their application

Issuing UOCAVA Ballots

  • EBDs

– Only available for elections with a Federal candidate – Ballot must be mailed back, cannot be emailed/faxed/etc

  • Mail

– Be sure to include a SWAB and all necessary envelopes in non-runoff elections – SWAB will be posted on the SOS site in the event of a runoff

  • Advance Voting

– Surrender ballot or sign affidavit if the ballot is not yet returned – Clerk will remove rollover designation in Enet temporarily in order to issue the ballot

  • Election Day

– Same as other absentee voters

Returned Ballots

  • Follow a similar procedure for check in, oath

verification, and secure storage as all other absentee ballots

  • All EBDs will be need to be duplicated onto

scannable ballots by a vote review panel; account for this process in your election timeline

Returned Ballots

  • Under law, UOCAVA voters have until three

days after the election to turn in their ballots

  • If a voter returns a FWAB and their EBD/Mail

ballot, the FWAB is not counted and filed unopened with the rest of the election records.
