  2. 1/18/2018 Instructions • DUE DATE ‐ 4:00 P.M. Thursday, March 29, 2018 • DUE DATE ‐ Preliminary Household Survey (HS) Information by 4:00 pm Friday, February 16, 2018. This is only for projects that need household surveys. See Part III Instructions • SEPARATE APPLICATION FOR EACH PROJECT • NO ELECTRONIC SUBMISSIONS • DO NOT BIND OR STAPLE THE APPLICATION . Rubber bands, binder clips or paper clips are acceptable. • READ AND FOLLOW ALL INSTRUCTIONS CAREFULLY. Print them out or keep them open as you fill in the application. 2

  3. 1/18/2018 Instructions • If you have Questions: – Read FAQs – Contact the Community Development Program (CDP) (See Instructions for contact information) – Attend a local collaboration meeting (more about this later in the meeting) Instructions • Start your application NOW – Requires extensive documentation – Requires approval by the Applicant’s governing body – Requires estimates and/or quotes from professionals – Must submit map of Household Surveys with each address identified to CDP by February 16, 2018 3

PART 1: Basic Information PART 2: Project Eligibility PART 3: National Objective Compliance • Open “2018 CDBG application” folder for the 3 parts and instructions The application packet contains a folder for each part of the application. 4

Fill out the application if both Steps 1 & 2 are “Yes.” Project Eligibility • Part 2 of the Application • Page 3 of the Instructions • HUD defines eligible and ineligible activities • Review these to see if your project fits one • If you don’t know, contact CDP • Only submit the document that fits your project 5

  13. 1/18/2018 Part 3: National Objective • All projects (except planning) must qualify by • benefiting low income persons • or addressing blight • This is called “Meeting a National Objective” by HUD Part 3: National Objective If your project does not meet a National Objective then it cannot be funded with CDBG 13

  14. 1/18/2018 Part 3: National Objective • Planning • Because is admin • Is exempt • Do not have to meet a National Objective Part 3: National Objective • Benefits a Low Mod Area • Defined as: if the benefits of it are available to all the residents in a particular area where at least 51 percent of the residents are low and moderate income persons as defined by HUD 14

  15. 1/18/2018 Part 3: National Objective • By Municipality ‐ Benefits all the residents of one of the following municipalities: Aliquippa, Pulaski, Ambridge, Rochester Beaver Falls, Borough, Bridgewater, Shippingport, Darlington Borough, South Heights Frankfort Springs, and/or Vanport. Freedom, Glasgow, Midland, New Brighton, Part 3: National Objective • By Census Tract or Block Group ‐ • the project benefits all of the residents in a low income Census Tract or Block Group • Find Census Tracts / Block groups here: https://www2.census.gov/geo/maps/dc10ma p/tract/st42_pa/c42007_beaver/DC10CT_C420 07_001.pdf 15

  16. 1/18/2018 Part 3: National Objective • By Household Survey • at least 51% of the persons in an area where all households have been surveyed are low and moderate income • Find in “Low Mod Area by Family Income Survey” in Part 3 folder. Part 3: National Objective • How to determine if project qualifies by Household Survey 1. Define the geographic area that is benefitted – Use google maps that shows houses – Print map and draw a boundary around the area – Write the address number of each household on the map next to each house 2. Submit the map and a list of the addresses to CDP by February 16, 2018 for HUD approval 3. Survey all households in the area 16

  17. 1/18/2018 Part 3: National Objective • Low Mod Clientele • if it benefits specific people, at least 51 percent of whom are low or moderate income • Public service projects • ADA accessibility projects Part 3: National Objective Low Mod Clientele ‐ Presumed • abused children, • battered spouses, • elderly persons, • severely disabled adults*, • homeless persons, • illiterate adults, • persons living with AIDS, • migrant farm workers ; 17

  18. 1/18/2018 Part 3: National Objective Low Mod Clientele ‐ Presumed severely disabled adults* means: • Adults that have a long ‐ lasting physical, mental, or emotional condition that can make it difficult for a person to do activities such as walking, climbing stairs, dressing, bathing, learning, or remembering. This condition can also impede a person from being able to go outside the home alone or to work at a job or business. • For ADA accessibility – it would be mobility impairments Part 3: National Objective Low Mod Clientele ‐ by Income Eligibility ‐ People participate in the program based on their income ‐ If funded, applicant have to collect this information from each person participating in project 18

  19. 1/18/2018 Part 3: National Objective Low Mod Clientele ‐ by Nature and Location ‐ Nature of the project (description) ‐ In a location ‐ one can conclude ‐ that the activity’s clientele will primarily be low and moderate income persons ‐ For example, a service to public housing residents or Head Start participants Part 3: National Objective Low Mod Clientele ‐ by Jobs ‐ creates or retains permanent jobs ‐ at least 51 percent ‐ held by low and moderate income persons ‐ or available to low and moderate income persons ‐ Special Economic Development Projects only ‐ Call CDP for guidance 19

  20. 1/18/2018 Part 3: National Objective Slum and Blight ‐ eliminates slums or blight by ‐ Area Need a blight resolution ‐ Must clearly address an issue in the resolution ‐ Need to submit a map ‐ Call CDP Part 3: National Objective Slum and Blight ‐ eliminates slums or blight by ‐ Spot Basis ‐ a specific property not in Slum & Blight Area ‐ Must address blighting conditions that are detrimental to public health and safety ‐ Call CDP for guidance 20
