Global Partnership Program

Under Canada’s leadership, the G8 launched the Global Partnership Against the Spread of Weapons and Materials of Mass Destruction at the 2002 G8 Summit in Kananaskis “We commit ourselves to prevent terrorists, or those that harbour them, from acquiring or developing nuclear, chemical, radiological and biological weapons; missiles; and related materials, equipment and technology.” G8 committed up to US $20B over 10 years Canada = $1 billion ~$120 million for Biological non- proliferation

Contemporary biological proliferation challenges and threats: numerous biological facilities store and work on dangerous pathogens that are endemic in Kyrgyzstan diseases of terrorist concern, e.g. plague, anthrax, FMD and brucella facilities are in states of serious decay Cooperation with Canada is strengthening Kyrgyz capacity to combat Infectious Diseases

New Level III Containment Laboratory

Canada’s Global Partnership Program is building a new BSL3 laboratory in Kyrgyz Republic.

  • Consolidate and secure the countries

collection of dangerous pathogens

  • Will serve as the central repository,

consolidating all BSL3 activities

  • conduct human and animal health

diagnostics in a secure and safe manner

  • ~ 180 personnel

World Health Assembly Resolution 58.29 (May 2005)

  • Considering that release of microbiological agents and toxins may have

global ramifications;

  • Acknowledging that the containment of microbiological agents and toxins in

laboratories is critical to preventing outbreaks of emerging and re-emerging diseases …;

  • Urges Member States:
  • (1) to implement specific programmes … to promote biosafety laboratory practices
  • (4) to mobilise national and international … resources to improve laboratory biosafety.
