introduced by the Police Reform and Social Responsibility Act 2011, which came into force

  • n September 15, 2011

The act puts an emphasis on reforming the police service

Police & Crime Commissioner Role – Cutting Crime

Work with partners to cut crime and further improve community safety

  • Commissioner can award police and crime grants to
  • rganisations who will support their community safety

priorities

  • Publish a Police and Crime Plan
  • Set local police and crime objectives
  • Engage with the community
  • Hold the Chief Constable to account (hire and, if

necessary, dismiss)

  • Set the policing part of council tax (precept)

Every commissioner will be held to account by the public via the ballot box. They will also be held to account for their performance by a Police and Crime Panel.

  • Panels will comprise one elected representative (councillors and,

where relevant, elected mayors) from each local authority within the force area and two independent members or co-optees

  • In Cambridgeshire details on the make up of the Panel is being

finalised for June. This work is being progressed by Cambridgeshire County Council and Peterborough Unitary Authority

  • Veto the Commissioner’s decision on council tax

precept

  • Request further information from the Commissioner to

hold him/ her to account for performance

  • Call the Commissioner & Chief Constable to public

hearings

  • To publicly review the Police and Crime Plan and

annual report

  • Not a replacement for police authorities
