Policy Updates: OARs and APS Policies

Updated APS OAR and new APS policies, timed for release in early July, will:

  • Reflect cross-program standardization work,

and

  • Offer new tools to help APD/AAA offices

balance rapidly increasing volume of referrals and meet statutory requirements.

11

Policy Updates: Screening

APS screening practices will be supported by:

  • Changes to APS Risk Management function in OAR,

allowing some flexibility to assign intakes to Risk Management in specific situations without opening an abuse investigation,

  • Eliminating “wrongdoing” in OAR, so only intakes that meet

abuse definition are assigned,

  • Providing policy guidance for screening Resident-to-

Resident incidents, and

  • Clarifying APS jurisdiction and responsibility.

12

SLIDE 13

Policy Updates: Investigation

APS investigation practices will be supported by:

  • New Administrative Closure Option in OAR, allowing

investigations to be closed without an abuse determination when completing a full investigation is not possible or necessary,

  • Adjustments to how timeframes are calculated, e.g. using

business days instead of calendar days, and

  • Allowing deviations to timeframes that extend due dates.

13

slide-14
SLIDE 14

Policy Updates: Next Steps

  • Finalizing OAR revisions by June, for issuance as Temp

Rules in early July.

  • Finalizing PSC-approved and other policies and

transmittals for review, as part of CAM pilot operational readiness plan.

  • Goal of issuing and posting policies on-line in early July, in

time for CAM pilot.

  • OARs will be applicable in all areas, when posted.
  • New policies will vary – some applicable in all areas, others

as CAM is implemented.
