  2. BY-LAWS SITUATION IEEE MGA requires sections to operate within the MGA  Operations Manual Guidelines so that Sections do not need By-Laws; thus CTS By-Laws are no longer in effect. However, sections may request exceptions to the MGA  Operations Manual. To operate with exceptions, a section must submit a  request via a new document called an Addendum . Its then submitted to Region Director for approval. Additionally, the Section is allowed to create an  Operations Manual to clarify policies and procedures for internal section/chapter operations. IEEE Central Texas Section

  3. CTS EXCEPTIONS FOR ADENDUM  (1) The term of office for all elected officers, Section, Sub-Section, Technical Chapter and Affinity Groups, shall normally be two years. Once elected, an individual is limited to a maximum of two consecutive terms. IEEE Central Texas Section

  4. CTS EXCEPTIONS FOR ADENDUM  (2) The consecutive period of service in any one office shall not exceed four years, at which time that individual must vacate that position. NOTE: Until new elections can be held, the Section Chair  will appoint an acting chair for vacated chapter chairs, otherwise a Chair (Section or Chapter) will appoint an acting officer to fill any vacated position. An individual may be re-elected to a position previously held provided at least one year has passed since he or she held that office. IEEE Central Texas Section

  5. CTS EXCOM APPROVAL PROCESS  Using Robert’s Rules of Order for Proceeding  I therefore make a motion to adopt the exceptions as listed in the New Addendum. IEEE Central Texas Section

  6. CTS DRAFT OPERATIONS MANUAL  Developed using information from our (1) previous By Laws  (2) the Addendum Exceptions  (3) the MGA Operations Manual  NOTE: The Draft Operations Manual is posted on the CTS Web  site: www.ieee.org/CTS under the TAB CTS Governance. Other reference documents are also included there. IEEE Central Texas Section

  7. CTS DRAFT OPERATIONS MANUAL  I therefore make a motion that the CTS Excom accept the draft Operations Manual today with notice of a 30 day review. If there are no objections by the Excom after 30 days, then it is adopted. IEEE Central Texas Section
