BACKGROUND

• MoF is responsible for organizing CPD for the PFM

professionals, according to the Law on budget-fiscal responsibilities

• MOF departments (MoF officials as trainers): - training in

areas of competence

• Academy of Public servants
• Development Partners (including Dutch Academy for Finance)

• Systematic CPD was organized by MOF only for it’s employees
• MOF organize the training for PFM specialists mainly in the area of

reform

• No special requirement for the PFM training providers
• No systematic approach, no PFM CPD policy
• No effective training needs assessment system
• There was no PFM Training Center
• Satisfaction of training needs was not achieved

MOF vision: Qualified and competent PFM personnel MOF had been trying to found Training Center, there was no political support Finally..... MoF succeeded to found it’s Training Center this year by creating Center for IT in Finance (CTIF)! A Governmental Decree describes it’s functions MOF – the founder of CTIF

• CTIF mission: institutional support for PFM, including IT,

trainings in PFM, public procurement, fiscal and customs area, and other functions

• Training Center in Finance is as division : 5 people
• Provide all services for fees

• To implement PFM CPD as MoF will request
• To create a trainers’ data base focused on the best MoF

and other central and local PFM specialists

• To design & implement training assessment tool
• Implement (e-Learning) for PFM (it exists for fiscal area)
• To support peer learning platform: Organize conferences

and round tables

CHALLENGES

• A policy is needed! to ensure continuity and sustainability: there

is no clear, systematic MOF vision how to support & finance training for all PFM specialists

• Identify & prepare good trainers
• Reduce personnel fluctuation: both as trainers and

trainees

• Establishe effective communication channels
