  2. 2 BSAP Fund evaluation Summary of Key Outcomes ● Funding to 38 projects in Belarus, Estonia, Finland, Poland, Russia and Sweden, and one multi-country project that ● aim at concrete actions with demonstration effects ● address various challenges facing the Baltic Sea ● Sectors covered include ● agriculture, biogas and recycling of nutrients, deep sea oxygenation and nutrient retrieval from sea beds and lakes, shipping and port load reduction, water, wastewater treatment plants and sewerage, and hazardous waste landfill ● Both public and private entities have received funding from the BSAP Fund NORDIC ENVIRONMENT FINANCE CORPORATION

  3. 3 BSAP Fund evaluation Added Value of the Fund ● Funding of environmental investments irrespective of national borders ● Sharing concrete lessons and demonstrating practical solutions across the Baltic Sea region ● Funding for multi-country projects in partnership with other international and regional institutions ● Funding of projects of public, private and non-governmental organisations as well as their partnerships ● Significant leverage - BSAP Fund grants only 14% of realized project costs (including investments) NORDIC ENVIRONMENT FINANCE CORPORATION

  4. 4 BSAP Fund evaluation Key suggestions moving forward ● The BSAP Fund plays an important role in speeding up the BSAP ● to play that role well in the future it needs more contributions from more Contributors ● A new / strengthened Fund with more contributors could ideally be coordinated with the update of the BSAP ● becoming a Contributor could continue to be on a voluntary basis ● A new Fund will need to develop a communication strategy, and a new and more independent image, as well as periodic calls for proposals ● More reporting obligations on projects, in order for the Fund to be able to show the impact on the Baltic Sea, including replicability – or failure – of innovations and pilot projects NORDIC ENVIRONMENT FINANCE CORPORATION
