ORGANIZATION OF COMPETITIONS

The International Council of Amateur Sports ICAS, together with the International Sports Exchange Center of the General Administration of Sport, China, together with the Sports Department of Zhejiang Province and with the Government of Wenzhou City, People's Republic of China, invite you to the international Belt and Road World Amateur Games, BRWAG 2019, from 13 to 19 October 2019. We are waiting for more than 1000 participants and guests of the Games, who will serve to develop the international amateur sports movement, strengthen friendly ties between Russia and China and other countries whose representatives will participate in the Games. We are waiting for amateur athletes from many countries: Russia, China, Belarus, Kazakhstan, the Baltic countries, South Korea, Australia, India, Singapore, Germany, the Czech Republic, France, Italy, Peru, Ecuador and other countries. Preparations for the Games began in January 2018. To date, we have chosen sports, venues and facilities where the Games will be held, developed and approved the regulations of the competition. The Organizing Committee of the Games (OCG) BRWAG 2019 includes representatives of the ICAS, the Wenzhou City Administration, sports federations and organizations participating in the Games. In May 2018 in Turkey, Antalya ICAS held the first Eurasian Amateur Games where more than 1000 athletes and guests participated. Multi-sports Games BRWAG 2019 will be held as a large International Festival of Sport and Culture. We will hold a festive Games Opening and Closing Ceremonies, excursions to places of interest in Zhejiang Province, other cultural events.

SPORTS

The Organizing Committee of the Games (OCG) approved the following sports, the competitions for which were included in the BRWAG 2019 program:

• FOOTBALL. Futsal. Football in the hall on the parquet flooring. Indoor

football field with stands for 2000 people in the Olympic Sports Center in Wenzhou. Football Swimming Tennis Beach Sports Table FUTSAL pool volleyball and tennis tennis Futsal: The team on the field consists of 5 players: 5x5 (4 field and 1 goalkeeper). Claim possible 12 players. The total composition of the team is up to 20 people, including the alternate, captain, judge, coach. The General rules and rules of the competition are set in accordance with the provisions of the Futsal FIFUSA Game Rules, edition 2018. Micro Futsal: The team on the field consists of 3 players: 3x3 (2 field and 1 goalkeeper). Or 4 players: 4x4 (3 field and 1 goalkeeper). Claim possible 12 players. women's teams. According to the Regulations in each competition there are 2 stages: group (3 teams in a group) and final (from stage 1/4 with the number of teams in competition 12). Age limits for participants are not set.

• SWIMMING. Swimming competitions are held in the pool. The Olympic

Pool (50 m, 8 lanes) with stands in the Olympic Sports Center in Wenzhou is prepared for swimming competition in the pool. Competition management is carried out by OCG. According to the Regulations of the Games BRWAG 2019, competitions are held in the individual championship in accordance with the rules of the International Swimming Federation FINA for the category "Masters". To participate in the competition are allowed to persons not younger than 25 years. The following age categories are established: 25-29; 30-34; 35-39; 40-44; 45-49; 50-54; 55-59; 60-64; 65-69; 70-74; 75-79; 80-84; 85-89;

90-94 and beyond.

In relay races, teams perform in the following age categories (the sum of four participants' years): 100-119 years; 120-159 years; 160-199 years; 200-239 years old; 240-279 years;

280-319 years; 320-359 years. Each participant can start in no more than 5 individual

program numbers, and no more than 2 in one day (not counting participation in the relay races).

• TENNIS. Tennis competitions are held in 2 categories: “Seniors

Individuals", and Team Tournament. All games are held on the outdoor and indoor courts of the Wenzhou Tennis Center, 8 hard coating courts. Competition management is carried out by OCG. Individuals Category. Competitions are held in 5 ranks: men's and women's singles, men's and women's doubles, mixed doubles. In each rank age groups are established : 20-24 years and beyond with an interval of 5 years to 75 years and older. Each player can participate in competitions in only one age group in no more than 3 ranks. The match consists of 2 sets with a decisive tie-break to 7. According to the Game Regulations of BRIAG 2019, each group has a group stage (3-4 players or pairs in a group) and a final stage conducted according to the Olympic system. Competitions are held according to the rules of ITF Seniors. Team Category. The teams represent clubs or countries participating in the Games. Applications are submitted by captains or team representatives. The team consists of 6 main and 5 substitute players: 4 men 25-34, 35-44, 45-54, 55+ years old, 2 women without age restrictions, 5 substitute players: 4 men and 1 woman. The team match consists of 6 singles by age (4 male and 2 female singles), 3 doubles (2 male and 1 women doubles) and 2 mixed matches. Total 11 matches in the Team match. 1 game consists of 1 set + tie-break. Tournament system is mixed: Team matches in groups and the final stage of the Olympic system, a consolation tournament. Participants can take part in 3 categories of individual competition and in a team tournament. Admission of players: Tennis amateurs are allowed to compete, not participating in the current and previous Games of the year in professional competitions that have passed the procedure of registration and accreditation.

8 BEACH SPORTS. Competitions in beach sports are held in 2 disciplines: volleyball and tennis. Games are held at 15 beach courts on the coast of Dongtu Island in Wenzhou Bay. The competition is managed by OCG and the National Beach League “SportBeach”. Competitions in 2 disciplines are held in the following 4 nominations: “2x2 King / Queen of the Beach”. Men / women players born in 2001 and older. "1x1 Singles" Men and "1x1 Sigles" Women. Players born in 2001 and older. The composition of the team - 1 person. "2x2 Doubles" Men and 2x2 Doubles Women ". Players born in 2001 and older. The team consists of 2 people." 2x2 Mixed ". Mixed teams, consisting of: 1 woman + 1 man." 4x4 Quadro " Men and "4x4 Quadro" Women (only volleyball). Players born in 2001 and older. Categories of participants. Determined by skill level. "Super-profi", "Profi", “Semi- profi", "Advanced", "Amateur", "Progressive", "Beginner". The final decision on assigning a category to a competitor is made by the OCG based on the data of registered players immediately before the competition. Assigning a category to each participant is necessary for scoring extra points in the Handicap system. Handicap system: At competitions, the SportBeach handicap system is used in the form of awarding additional points to participants: by categories (from 0 for Superprofie to 8 for Beginners), by age (from 1 for 40+ to 5 for 60+). Competitions in volleyball and tennis are held in 2 leagues in skill "A" and "B" with the qualifying and final stages. The competition regulations are determined by the BRWAG 2019 Games Regulations. The competition rules are FIVB (beach volleyball), ITF (beach tennis).

9 TABLE TENNIS. Table tennis competitions are held in 2 categories: “Amateurs”, Team Tournament. Games are held in the halls of the Olympic Sports Center in Wenzhou.

SPORTS VENUES

The Olympic Sports Center in Wenzhou is a modern sports facility with all the necessary equipment for holding competitions. In the Center there is a large indoor arena with stands for 5000 spectators, halls for basketball, volleyball, table tennis, big 50 m and a small 25 meter swimming pool, also equipped with stands.

12 INTERNATIONAL TENNIS CENTER OF WENZHOU. Tennis competitions will be held at the International Tennis Center. In the center there are 4 open air courts (hard cover), including court No. 1 with stands, and 4 courts (hard cover) indoor. Competitions on beach sports will be held in a sea side of Wenzhou Bay on the Dangtu Island, which is part of the city. Sand courts will be equipped on the island of Dangtu in the recreation area directly by the sea.

OPENING AND AWARD CEREMONIES At the end of the official part of the Opening Ceremony will be performances of artists. The closing ceremony of the Games is scheduled for 10/19/2019. At the closing of the Games will be awarded the winners of the competition.

The official opening date of registration for the Games is scheduled for June 15, 2019. Currently, 350 Russian and international athletes and 200 Chinese athletes have agreed to participate. From June 15, 2019 all individual Participants can register on-line in the “registration” section of the Games website: Having received confirmation in electronic form about Registration on the Games, the participant receives on his email address constantly updated information from the Organizing Committee. With mandatory confirmation of registration – accreditation procedure - before the start of the Games upon arrival in Wenzhou from 12 to 14 October 2019 in the Registration Center for the Games, each participant receives a “Participant Package”: a name badge with a photo, the Games Info-booklet and a sports backpack with the Games symbols. TERMS OF PARTICIPATION AND PAYMENT

The Organizing Committee of the Games set the conditions for participation in the Games: each participant and guest of the Festival can take part in the Games if he purchases a Package to stay in Wenzhou during the competition, which includes the following services:

• meeting and seeing off (transfer) at the airport and at the Wenzhou railway station;
• stay 8 days / 7 nights from 13.10 to 20.10. 2019 in a hotel with breakfast and dinner;
• hot meals during the competition at lunch;
• use of sports facilities and their amenities;
• transfers from the hotel to the sports facility and back;
• informational and tourist support;
• participation in general events of the Games (Opening and Closing Ceremonies of the

Games, one-day excursion, other general events). The registration fee for participation in competitions is $ 120 per participant in each sport, regardless of the number of ranks or nominations stipulated by the competition regulations for each sport. The registration fee is paid before the start of the competition during the registration of the participant on the Games website icasworld.org. Participants and guests who received registration but did not pay for the Stay Package and who arrived in Wenzhou on their own will not be accredited to the Games.
