What is the Autonomous Vehicles(AV) Research Testbed?
- US Ignite is leading the AV Research Testbed at Fort Carson under contract
from the U.S. Army Engineering Research Center (ERDC) through August 2021.
- The Objective of the Project is to deploy a number of AVs and sensor based
technologies to reduce operational costs, improve public safety and enhance the lives of the Soldiers and Families that live and work on the installation.
- The Goal of the Project is to develop a comprehensive implementation plan for
scaling AV technologies at Fort Carson and other Army bases.
- The Partnership between US Ignite, ERDC, Fort Carson, the University of
Colorado’s Research and Engineering Center for Unmanned Vehicles (RECUV) and the Technology Vendors is the key to success.
- The Service Vehicle Pilot will include a number of AV use cases that are specific
to the installation and its mission.

Service Vehicle Pilot Request for Proposal
The Service AV Pilot compliments the AV Shuttle Pilot in providing the testbed with a number use cases that allows the objectives of the project to be met. Responders to the Service AV Pilot should consider the following
- Fort Carson’s mission is to lead, train and prepare soldiers for the battlefield.
In addition, the base has all the elements of a small city including housing, schools, shopping, and services.
- There is opportunity to align an AV technology with a use case by tailoring the
- perating domain to meet the capability and need.
- The preliminary proposal is required allowing for wide array of AV technologies
and applications to be considered
- Pilot scope and duration will be modified to stay within the available budget

Airfield Maintenance - Butts Army Airfield Over 100 rotary wing aircraft in operation over multiple concrete, asphalt and grass surfaces. The foreign object debris (FOD) program relies

Equipment Delivery Fort Carson’s mission requires the constant flow of materials around the base to sustain operations. There are a number of opportunities for an automated delivery vehicle to be deployed in these applications. Equipment and Supply Delivery Examples
- ATV/Gator for incoming soldier equipment hauling
- Light-duty vehicle for food service/supplies delivery
- Medium-duty truck transport for equipment logistics
- Lightweight mail and package collection/distribution

Point to Point, Ride Hailing Service AV On demand taxi service vehicle with capacity of 2-6 passengers is requested to address traffic and parking issues on the installation. Services the population without personal vehicles within the base. Point to Point, Ride Hailing Objectives
- Establish guidelines for AV taxi operation on base
- Provide after hours service to incoming soldiers
- Provide transportation to destinations not available
by shuttle
- Establish partnership with vendor interested in
developing operational awareness on installations

Network and Data Analytics Goals
Wireless Networking being established on the base as part of the testbed
- Wireless connectivity capabilities to support interactivity during
- perations such as status, location, etc.
- Larger data offload during vehicle downtime.
- Negotiate other options for extremely dense data (LIDAR, Video, etc).
Data Sharing enables monitoring and analytics.
- Part of DoD effort to establish a test-bed for AV assessment.
- Live data informs end user interfaces and notifications.

Preliminary Proposal and Full Proposal Timeline
1/29: RFP Released 2/21: Preliminary Proposals Due 3/10: Encourage/Discou rage Decision 3/27: Full Proposals Due April 2020: Site Visits for Select Proposers Late-April: Vendor Selected
- Preliminary Proposals: Preliminary Proposals are due by February 21,
8:00 pm Eastern Standard Time. Submission of a Preliminary Proposal is required in order to submit a Full Proposal.
- Encourage/Discourage: By March 10, US Ignite will send “Encourage” or
“Discourage” decisions. A Proposer may submit a Full Proposal regardless
- f a “Encourage” or “Discourage” decision.
- Full Proposals: Full Proposals must be received by March 27, 8:00 pm
Eastern Standard Time. Any Proposal received after this time will not be considered and will be rejected and returned without review. Proposals should be submitted via email to: Meghan.Histand@us-ignite.org. Proposers will receive an email from US Ignite confirming receipt of proposal.
- Questions & Answers: Any questions regarding this RFP should be
submitted by e-mail at Meghan.Histand@us-ignite.org, on or before February 12. All questions and answers made to US Ignite will be posted publicly on the US Ignite webpage.

Preliminary Proposal
Preliminary Proposals are limited to five pages total for the Project Description section, and one page per each key team member within the Team Qualifications section

Full Proposal
Full Proposals are limited to 20 total pages for the Technical
- Proposal. A Preliminary Proposal must be submitted by the deadline
in order to submit a Full Proposal

- US Ignite intends to issue a fixed-price contract
for 6-months (with a 6-month option period),to a suitable Proposer(s) who demonstrates the capacity to deliver the quality scope of services and is the most responsive to the requirements

Cost Proposal

- US Ignite will first verify that the submitted proposals satisfy the proposal
content requirements and qualify to be evaluated by the Evaluation Committee.
- An Evaluation Committee will review all proposals in accordance with the
RFP.
- The Evaluation Phase is broken into two Phases – The Technical and Cost
Proposal Evaluation and the Demo Evaluation
- US Ignite will award the RFP to the Proposer or Proposers that are most
qualified based upon the results of the Technical and Cost Proposal Evaluation and the Demo Evaluation
Evaluation of Full Proposals

- In Phase 1, each evaluation criteria is scored on a scale of 1-5 (1 – Poor., 2 – Fair, 3
– Good, 4 - Very Good, 5 –Excellent).
- The evaluation criteria (all equally weighted) include:
- 1. Knowledge of project requirements as described in the Technical Proposal,
Prior AV Shuttle Experience, References, and ability to meet the requirements
- utlined in Appendix A – Scope of Services;
- 2. Work Plan, Schedule, and Overall Support as described in the Technical
Proposal;
- 3. Qualifications, range of experience of the organization(s), proposed key staff as
described in the Organizational Overview, Management Summary, the Teaming and Organization Structure, and the Resumes sections of the Technical Proposal; and,
- 4. Project costs and overall value as described in the Cost Proposal.
- Bonus evaluation points will be provided to proposals that involve a prime
- rganization or subcontractor organization that qualifies as a Small Business (SB),
Small Disadvantaged Business (SDB), 8(a) Certified SDB, Historically Underutilized Business Zone Small Business (HUBZone SB), Service-Disabled-Veteran-Owned Small Business (SDVOSB), or Woman-Owned Small Business (WOSB) concerns.
Evaluation: Technical and Cost Proposal

- US Ignite will invite one or more top Proposers to provide a demonstration of the AV
solution presented in the Proposer’s submission (the “Demo”).
- The Demo will take place in a location of the Proposer’s choosing
- US Ignite will also inspect the Proposer’s facilities as part of the Demo.
- In Phase II, each evaluation criteria is scored on a scale of 1-5.
(1 – Poor, 2 – Fair, 3 – Good, 4 - Very Good, 5 – Excellent)
- The evaluation criteria (all equally weighted) include:
- 1. Ability for the AV(s) and the Proposer to meet the requirements outlined in
Appendix A – Scope of Services and perform in a live demo situation.
- 2. The Proposer's approach to addressing the Appendix A – Scope of Services
and detailing how the proposer will meet the project requirements. The Proposer should present a PowerPoint presentation for US Ignite at the Demo.
- 3. Project costs and overall value as described in the Cost Proposal.

Question 1: Who will review AV Shuttle proposals? Answer: Full Proposals will be evaluated by US Ignite, the University of Colorado Boulder, Fort Carson and the U.S. Army Engineer Research and Development Center (ERDC). Question 2: What review criteria will be used to evaluate Full Proposals? Answer: The four review criteria include the following:
- 1. Knowledge of Project Requirements
- 2. Work Plan, Schedule, and Overall Support
- 3. Qualifications, Experience of the Organization and Staff
- 4. Project costs and overall value
Please refer to the RFP for full descriptions of these merit review criteria. Question 3: I have a use case idea, though it isn’t included as an example use case? Should I still submit a Preliminary Proposal and Full Proposal? Answer: Absolutely, yes. We welcome all use case ideas and your AV cretivty to positively impact the lives of those on Fort Carson. Question 4: Can multiple vendors partner to propose a solution? Answer: Yes. The vendors are responsible for managing the partnership and responding as a single entity.

Question 5: I received a “Discourage” decision for my Preliminary Proposal submission. Can I still submit a Full Proposal submission? Answer: Yes, Propsoers are welcome to submit a Full Proposal, regardless of a “Encourage” or “Discourage” Preliminary Proposal decision. Question 6: What are some example use cases? Answer: The use cases for the Pilot may include airfield maintenance, equipment delivery and personnel transportation, to name a few. Question 7:Is a Table of Contents desired/required for the technical proposal, and if so, does it count against the 20-page limit?? Answer: A table of contents is optional and is not required. A table of contents will count against the 20-page limit for the Technical Proposal. Question 8: Of the six example services provided, my company is currently only positioned to address the example use case. Accordingly, our response would be limited to services related to Point-to-point personnel transportation as a ride hailing service. Do you recommend that we apply to this RFP? Answer: We recommend that you apply to this RFP. The use cases are meant to be illustrative - you do not need to pitch more than one use case. ,.

Question 9: How are points allocated if utilizing a small or minority business for less than 25% of the contract value? Answer: No bonus points will be awarded if small or minority business is utilized for less Question 10: Are there bonding rquirements for this RFP? Answer: Bonding requirements were not included within the scope of the RFP. Bonding requirements could possibly be imposed during the contract negotiation period. Question 11: Can non-US citizens participate in the testbed project even though it is on Fort Carson? Answer: Yes, non-US citizens can participate. All personnel who are requesting unescorted access to Fort Carson and not in possession of a DOD ID card or installation pass/badge will undergo a National Crime Information Center (NCIC) background check. This check involves verifying the individual’s identity and checking their criminal history. Question 12: If my company is selected by US Ignite for a contract, what start date should we assume? Answer: For the purposes of creating a work plan, Proposers can assume a late-April 2020 start-date. There will be an 6-month period of performance, with an optional 6-month
- ption period.
Question 13: Where can I learn about the specific use cases? Answer: Please refer to Appendix A - Scope of Services. We’re looking for your creative AV solutions to positively impact the lives of those on Fort Carson.
