 Congress on August Recess, Members at home in their districts  House adjourned July 26, Senate Adjourned August 2nd  Before leaving, both chambers passed a budget agreement which was

signed by the President

Public Charge, Final Rule Issued

 837 Page rule HERE  Comment period in November/December 2018. Resources HERE.  The final rule would count the use of certain social programs by legal

immigrants and residents as negative factors when those individuals applied for green cards or citizenship.

 SSI, TANF

, certain state and local cash assistance programs (Currently)

 Rule expands to: Supplemental Nutrition Assistance Program (SNAP

, "food stamps"), certain HUD housing programs such as housing choice vouchers and rental assistance, and most forms of Medicaid.

 CSBG, WAP

, and LIHEAP are not included in this rule.

Anything not specifically named is not included Potential “chilling effect”

Potential Resiliency Pilot Projects

Institute for Building Technology Safety (IBTS)

 Post-disaster elevation projects co-funded by the National Flood Insurance

Program (NFIP) and FEMA mitigation program and/or HUD CDBG-DR;

 Seismic reinforcement funded by FEMA pre-disaster mitigation dollars;  High wind mitigation in hurricane-prone or struck communities funded by

FEMA mitigation and/or HUD CDBG-DR dollars; and

 Community and neighborhood improvement projects, both pre- and post-

disaster in coordination with HUD CDBG and available funding. Contact Amy or Eric if interested.

New Clean Energy for Low-Income Communities Toolkit

 The U.S. Department of Energy’s (DOE) Better Buildings Initiative recently

released the Clean Energy for Low-Income Communities (CELICA) Toolkit, which provides materials to help program administrators reduce energy burden for low-income communities by enhancing and expanding upon work funded through utility, state, or federal programs. These materials are the product of CELICA’s two-year collaboration with more than 30 partners from the government, utility, and nonprofit sectors, with support from national technical assistance partners. The materials include CELICA partner model programs, case studies, templates, and solution examples related to both program development and design.

Recent Peer-to-Peer Request

 A state is considering bidding out their subgrantee WAP

territories and they would like to get the perspective of other states who have bid out territories in the past or who have had changes to their subgrantee provider network in recent

  • years. Please complete this short survey by August 16th.

 This will build on a previous survey NASCSP conducted about a

year ago. As always, the results and summary report will be posted in the NASCSP member portal. The information gathered will also be presented as part of a session at the Annual Conference in September on the topic of bidding out service

  • territories. Contact Amy Klusmeier, NASCSP WAP Director, with

any questions.

 NASCSP is in the process of developing another Peer-to-Peer Request

in regards to workforce development

 A state peer wishes to look at workforce development through

partnerships with local nonprofits. More details will be included in the Peer-to-Peer announcement

DOE Spend Out Calls

 NASCSP hosted two conference calls last week on August

6th and 8th on Spending out DOE funds

 Some common themes during these calls were:

 The challenges that rural areas across their respective states

present of finding qualified contractors, which has contributed to delays in production and spending out funds.

 Contractor retention and hiring is an issue everywhere including

cities, where other, better paying jobs in the private sector have been siphoning contractors.
