  • In my 7 years as athlete rep for the RS:X Class a lot of my role as an Olympic Year approaches is ensuring that we are set up & well informed

regarding the equipment. After the issues of supplied kit in 2012 I encouraged the AGM to vote on allowing Bring Your Own kit for 2016, which proved popular and with the board & sail in the Rio colours, the class looked fresh & well presented. I still feel that this option is relevant for 2020, but we are also facing the issues of whether or not there will be any kit supplied by Neilpryde at all!

  • The "Look of the Games" has been attached to the Neilpryde brand since 2012 and I feel that has been a big strength of the Class & showcases the

best that the sport has to offer. If there is a jumble-sale of different colours and different quality then it is apparent that our One Design principles are misshapen or compromised. So, if the MNAs are willing to pay for their equipment or there is a way found for the cost to be removed from Neilpryde's pocket then this would be a huge benefit to the Look of the Games in Tokyo when the athletes receive their kit bag 10 days before the racing starts.

  • Equipment distribution and quality seems to be returning to a manageable level, but it is clear that there needs to be a restriction on serial numbers

for the Bring Your Own Equipment that is allowed at the Olympic Games. I also feel we need to maintain an equal distribution across the marketplace so that no one nation is given preference based on the side of their account. These things need to be maintained by transparency in the factory & in the distribution channels. So, Bas Edmonds and Marco Leconte need to keep us informed on an ongoing basis, so we avoid any unfair situations with equipment. Athletes need to be confident with what kit is legal and when they can expect their gear, no more empty promises

  • n warranties or blaming shipping schedules!
  • There was a decent step forward with the success of the Garda Worlds & this effort needs to be maintained for the 2020 Worlds & Europeans. The

athletes loved following the marching band through the local town for the opening ceremony & the feel-good video at the closing ceremony gave everyone tingles! It reminds us all of the love we have for our sport. It seems we are on track & maintaining a healthy increase in young participants to our championships, also females & emerging nations, which is vital. Infrastructure on land and course area prep need to be considered well in advance of any championship, given our large entry numbers.

  • Best foot forward for the WS Conference & roll on 2020!

  • The new Evo fin and mast project:

The project started already the year before, but due to breakages the fin had to be reinforced and needed a new test period with selected teams. My main role in this process was to be the contact person for the coaches who had questions, who gave feedback about their own testing etc., and communicate this with the responsible persons from NP/Cobra. The testing went smoothly and after a relatively short period of time the manufacturers/engineers were satisfied with the reinforcement of the Evo fin: no breakages/problems occurred anymore, and the production could start. Main objective was to have enough new Evo fins for the first World Cup in Miami end of January 2019.

  • RSX Emerging Nations training Program:

Main objective was/is to identify the regions/countries/MNA's where there is basic need of expertise/help in training, setting up programs, train the coaches etc. This all would be focused on the youth level as this level is the most important age group to work with after they change from the Techno equipment to the RSX equipment. Here we see the biggest drop in numbers as the RSX equipment is a different “beast”, and many EN MNA coaches don’t have enough experience with the technical aspects of the equipment themselves.

  • In November 2018 the World Sailing federation decided to open the 2024 Olympic windsurfing equipment selection process to other manufacturers and classes due to the antitrust laws. This had major impact on the Emerging Nations as they

weren’t sure(and still aren’t sure) about the future, and not willing to invest their minimal budgets in our RSX Class Emerging Nations program: the MNA's involved and selected for this would had to invest in their own development program by sharing 50% of the costs. The other 50% would be covered by the RSX Class Emerging Nations training Program budget as decided in Aarhus 2018.

  • We decided to wait for the outcome of the World Sailing mid-year meeting, and start with a Emerging Nations training and coaching program during the Princesa Sofia Regatta in Palma de Mallorca focusing on the female senior fleet: World

Sailing increased the number of nations for the female RSX fleet in Tokyo 2020. In Rio 2016 the level at the back of the female fleet was not high enough to finish all the races within the time limit, and extra input is needed to help those countries by identifying already the year before the technical weaknesses, so specific help can be offered.

  • Invitations have been published on the website, and we selected Algeria, Egypt as the main EN MNA's to work with, and accepted CZE as a new Olympic female MNA. To have more women in this first RSX Class Emerging Nations program,

we also accepted 2 girls from MEX, as they have no federation support at all, although their level was already higher compared to ALG and EGY.

  • We have done total 14 days program, 25 March – 7 April, 1 week training preparing for the regatta and 1 week Sofia regatta. We had all conditions possible with wind strength from 2 till 28 knots! Each day 2 sessions with meetings inside the

club for video debriefing and theory sessions. Focus was on sail trimming in combination with right body position and board position in the water. This combination of very important factors is enough to work on for weeks/months/years! Specially in the planning conditions and overpowered situations they made big improvements.

  • For the African nations: after the qualification in October 2019 in Algeria, its important to work again with the women who is qualified a few times before the Olympic Games to have specific individual training with her and her coach to maximize

the chances on finishing most of the races within the time limit in Japan!

  • After the World Sailing midyear meeting decision to reject the board recommendation to retain the RSX for 2024, and organize Sea-trials before the November meeting, the RSX executive committee decided to offer an emerging nations

training/coaching program for the RSX Youth World championship in St. Petersburg Russia in August. We’ve asked the MNA's who is interested in support, and if there would have been enough interest, we would look for a trainer/coach to run this program. With the deadline of July 1st, there was no interest from MNA's unfortunately to start the ENP. Main reason was probably the high costs of the Event, in combination with not having charter equipment available at that moment( it changed mid July, but too late to have major impact on the emerging nations to decide to travel to Russia.

  • An extra event where the RSX Class has been involved was the World Sailing Youth World Sailing Championships in Gdynia Poland from 13 – 20 July 2019. After having talked with World Sailing during the last years to assist the

Emerging Nations during this import event, as only a limited number of coaches are allowed to be with the athletes per MNA, and most of the time the windsurfers are without coaches, or have some days coaches who are not specific windsurfing experts but normally work with Laser, 420 or 29er! The coaches are not allowed to be on the water with their own ribs, but are together on 1 or 2 bigger yachts supplied by the organization: limited coaching possibilities and technical support.

  • That’s why it’s so important to have a Class specialist on the water like they already had for many years for the Laser and 420 Classes! So for the first time the RSX Class has been invited to have an official RSX World Sailing Class Coach at

this event! As WS has no budgets, the costs were split between the RSX Class and the local organizer: the Polish Sailing Federation. The objective was to help the athletes from MNA’S without specific RSX coaches, and those who are struggling in the last 50% of the fleet. There was a lot of work to do daily before launching: sail trimming for the expected conditions, pre-briefings and de-briefings, helping on the water to change settings, etc. etc. More than 12 different nations received daily assistance, and also coaches who were assigned from other classes to help their winds for some days were happy to have an outside expert available. Absolute necessary to be included in this important Youth World Championship the coming years! The RSX Class is also visible for the MNA’S and World Sailing. Open question is what the equipment will be in 2020 in Brazil: all depending on the outcome of the November meeting regarding the Olympic games 2024 equipment selection.

  • Future emerging nations projects are also linked to the 2024/2028 equipment selection: if the RSX equipment will be retained for 2024, new projects have to be identified as soon as possible.

Since the last meeting at Aarhus, focus has been working with NeilPryde and Cobra on ensuring that the class have a consistent and reliable equipment, specifically with the 66cm fin. This culminated in a four day visit to Cobra to focus on the new fin. There were a number of different changes that were made in the manufacturing process. My report was published on the class website. If you have any questions on my report I will be happy to take them at the end. Just to say that I would like to thank everyone who positively supported this work. As a class we have a good distribution of international measurers around the world covering the main distribution of events. I am pleased to report that Pilar has been representing the class at the 2018 worlds, test event this year and has been invited to attend the 2020 Olympic Games. The class look forward to supporting her in the lead up to the event. I am aware of some equipment concerns at events. I hope you feel that I am approachable in the events I attend and I am happy to discuss that class rules and their application where appropriate. I would also note that Sailing is also a self policing sport and whilst sometimes it may seems easier to complain to me, the sailors, if they have the evidence have the ability to protest if they wish to.   • Purpose or Objective

To amend the RS:X Class Rules C.8.2(d) and C.8.3(a) to allow to use a tape alongside

  • f the mast. Maintenance.
  • Proposal

Amend C.8.2(d) as follows: C.8.2(d) Any removable adhesive tape may be added to the mast or spigot, within 100mm from the joint and 100mm from the bottom of each mast section.

  • Current Position

It is allowed to add a tape only on some part of the mast.

  • Reason

When tape is visible through the window of the sail it gives a visible reference when adjusting downhaul.

Submission 03-19 - FRA

  • Purpose or Objective

Fair Sailing at Olympic Games.

  • Proposal

To include the centreboard in the BYO equipment at the 2020 Tokyo Olympic Games.

  • Current Position

The BYO equipment system does not include the centreboard, but the sailors are requested to use the provided one’s only.

  • Reason
  • 1. In 2016 Rio Olympic Games the centreboard’s quality was poor and broke often. There were 9

replacements granted by the manufacturer due to this quality failure.

  • 2. Moreover, the new centreboard used today are also poor quality and many centreboards are breaking.

So it is important to be able to choose it far in advance for a fair sailing competition.

Fair Sailing at Olympic Games.

  • Proposal

At the 2020 Tokyo Olympic Games the sailors shall be allowed to use their own second fin, in case they break the first one (and not the provided fin as it was in 2016 Rio Olympic Games).

  • Current Position

In 2016 Rio Olympic Games when a BYO fin was broken the spare one was provided by the OA.

  • Reason

In light of Aarhus difficulties for RS:X supplier to provide reliable and stable quality fins.

Aigio, GRE was elected at the AGM on 2017 but the LOA cancelled the bid, due to the reconstruction works at the marina. The Hellenic Sailing Federation willing to propose the alternative venue:

The 2021 RS:X Championships

  • 2021 RS:X Championships
  • There is a proposal to DEFER the selection of the 2021 RS:X events.
  • In case the RS:X equipment will be selected to 2024 Paris Olympic Games, the 2021 RS:X events selection

will take place at the 2020 AGM in Auckland, New Zealand on 23 February 2020, during the 2020 RS:X World Championships.
