  1. ANGUILLA SOCIAL SECURITY BOARD COVERAGE OF DIFFICULT-TO-COVER-GROUPS COVERAGE OF THE SYSTEM The Anguilla Social Security Board was established under the Social Security Act 1980, on November 3 rd , by Mr. James Ronald Webster the then Honorable Chief Minister of Anguilla. Operations commenced on 1 st January 1982. � Who is covered? It is mandatory that all persons between the ages of 15 and 65 years register with the Social Security Board immediately upon obtaining employment; including the Self-Employed. � Who is excluded? Nobody is excluded from coverage. There is a Non contributory old age pension (NCOAP)for persons who did not have the opportunity to be covered. This pension is means tested.

THESE FIGURES PROVIDE EVIDENCE THAT MOST SELF-EMPLOYED “TOP UP” ON REGULAR CONTRIBUTIONS AFTER BEING COMPULSORILY INSURED AS EMPLOYED PERSONS CONTRIBUTION RATES � Current contribution rates are: 10% for the Employed persons and 8% for the Self-Employed (SE) persons. � Earnings considered for paying SE contributions: Weekly Weekly Category Income EC$ Contribution EC$ A 1,250.00 100.00 B 1,000.00 80.00 C 800.00 64.00 D 600.00 48.00 E 400.00 32.00 F 200.00 16.00

  4. � There are no special arrangements for certain groups - example, reduction in contribution rates, subsides in contribution, etc. However, the Self- Employed has a lower contribution rate of 8%. They receive all the social security benefits offered to the Employed. ADMINISTRATIVE PROCEDURES � There are no administrative procedures for affiliation. � - no cash payments or cash collections. � - no registration outside of the Social Security Office. INCENTIVES TO FORMALIZATION � No incentives for formalization. However a Certificate of Good Standing is issued if in compliance with Social Security. This facilitates award of Government Work Permits and Government Contracts. � No incentives by any other national/regional policies for affiliation.

  5. DIFFICULT-TO-COVER GROUPS � Which are the difficult-to-cover groups? The difficult-to-cover groups are classified as Self–Employed and Informal Sector workers. They include: Street Vendors, Taxi drivers, Farmers, Fishermen, construction workers, barbers hairdressers, Household/Domestic workers. DIFFICULT-TO-COVER GROUPS Cont’d � Why are they difficult to cover? They are considered difficult to cover because they: (a) are not easily detected; (b) have no formal wage records; (c) don’t have a set or consistent flow of income.

  6. DIFFICULT-TO-COVER GROUPS Cont’d � Are there legal and administrative barriers for coverage? There are no legal barriers to coverage – coverage was extended to the Self- Employed in 2003 by law. Administrative barriers – not sufficient human resource/staff to police compliance. EXAMPLES Some examples of past, current and proposed practices in extending social security coverage to the difficult-to-cover groups. PAST :- � A Task Force was set up to reach the Self- Employed and workers in the informal sector. � A number of public outreach programmes were undertaken e.g. “Taking Social Security on the Road”, a calypso jingle “Come on Board” and a testimonial video produced and aired on the local television station ATV.

  7. EXAMPLES Cont’d CURRENT :- � Public Relations initiatives to target the Self-Employed e.g. a billboard campaign, and other literature promoting - “You have the right to know that your contributions are being paid.” � Annual Customer Satisfaction Survey in August. � One Inspector focusing on Customer Relations Management. EXAMPLES Cont’d PROPOSED :- � A change in culture. � - more accountability and transparency; - public education programmes (in schools and the community-wide).
